Job Description
The Property and Security Manager, in consultation with the SAO and PSO, is responsible for the effective management of the Embassy and Staff Residential property portfolio, and security operations while ensuring compliance with departmental guidelines and legislative requirements, including work, health, and safety. The position will undertake complex work, under limited direction, and with the opportunity for reasonable autonomy and accountability. The role takes initiative and exercises judgement in applying security-related practices and procedures. This position requires a good communicator who can develop and maintain relationships with a broad set of internal and external stakeholders and possesses self-awareness and commitment to personal development, in addition to well-developed communication, negotiation, representation, liaison and leadership skills.
Provide high level and strategic advice to post management on property, procurement and security matters to support Post objectives, and ensure the protection of staff, assets, and property in the Chancery and A-based residences, including maintenance in accordance with applicable regulations.
Manage key contracts, and procurement and tender processes, across property and security portfolios. Negotiate service contracts at competitive terms on the Embassy’s behalf, ensuring transparency for audit purposes.
Manage, lead and negotiate with Ethiopian landlords to secure rental agreements for Australian diplomats, meeting value-for-money requirements. Liaise with landlords on maintenance and repair matters in the interests of health and safety regulations in accordance with applicable regulations.
Manage and lead a small team by establishing work priorities, monitor performance, provide regular feedback and identify learning opportunities for team members.
Manage and maintain all leased property records and update all property acquisitions and leases in the appropriate databases.
Develop and implement a facility management program including preventative maintenance and life-cycle requirements.
Manage the day-to-day operations of Post’s contracted guard force, including reporting, contract compliance, incident reporting, and related issues.
Develop, implement, and manage security access arrangements for clients, visitors, and others at the Chancery and A-based residences, including during events and receptions.
Act as key liaison for the Post management, Regional Security Officer on security matters, supporting the PSO in provision of timely and accurate security updates.
Monitor the local security environment and undertake formal inspections of the Chancery and A-based residences to evaluate the effectiveness of security arrangements and support the PSO to provide timely and accurate security advice and recommendations, including on travel advice and security risk assessments.
Assist and coordinate with crisis and contingency planning, including the management of the Emergency Radio Network.
Manage the security and property budgets, monitor and report on expenditure, in consultation with the SAO and PSO.
Maintain the annual Work Health and Safety risk register documentation and conduct routine fire safety drill.

At least five (5) years’ experience dealing with property matters including maintenance and lease issues.
Demonstrated successful management of security protocols and procedures within an Embassy/organisation.
Strong interpersonal skills and the ability to establish and maintain effective stakeholder relationships.
High level written and oral communication skills in English.
Proficiency in Microsoft Office and familiarity with an accounting-based software, ideally SAP (desirable).
Demonstrated strong initiative, time management, organisational skills, good judgement, flexibility and resourcefulness.
Experience in managing a small team.
Demonstrated ability in solving problems by providing effective working solutions to colleagues and managers.
