Department: Engineering & Technical Services

Reports To: Deputy CEO / Chief Operations Officer

Direct Reports: Head of Office Engineering, Quantity Surveyors, Technical Coordinators, Document Controllers, and Contact Administration Team
The Technical Head provides leadership and oversight to all office-based technical functions including engineering coordination, shop drawing management, quantity surveying, and contract administration. This role ensures technical accuracy, timely submissions, and strong alignment between design, site execution, and commercial control. The Technical Head also guarantees that all project correspondence and documentation are clear, professional, and compliant with contract and client requirements.

Duties & Responsibilities:

  1. Department Leadership & Oversight
    • Lead the Office Engineering, Quantity Surveying, and Contact Administration teams.
    • Establish standardized technical workflows and ensure quality, accuracy, and timeliness of all outputs.
    • Mentor technical staff and promote interdepartmental collaboration across design, procurement, and site teams

  2. Technical Coordination
    • Coordinate between the Design Department, Office Engineering, and Project Sites for resolving technical issues and design discrepancies.
    • Review and approve shop drawings, method statements, and material submittals before external submission.
    • Ensure consistency and accuracy between design intent, shop drawings, and as-built documentation.

  3. Quantity Surveying & Cost Control
    • Supervise Quantity Surveyors in preparing BOQs, material take-offs, and cost breakdowns.
    • Review IPCs, variations, and claims to ensure technical and contractual compliance.
    • Ensure all quantity and cost data align with approved drawings and site progress.
    • Coordinate with Finance and Procurement for cost verification and budget control.

  4.  Contract Administration & Documentation
    • Oversee project correspondence, transmittals, minutes, and technical letters to ensure professionalism and accuracy.
    • Maintain organized and traceable document control through Odoo or similar platforms.
    • Support management in negotiation, claim defense, and communication with clients or consultants.

  5. Process & Systems Management
    • Implement efficient workflows for engineering, QS, and document control functions.
    • Ensure all technical and commercial documentation follows EASE standards and ISO procedures.
    • Lead digitalization initiatives for engineering and document management (e.g., BIM, Odoo integration).

  6. Strategic & Cross-Functional Support
    • Provide technical insight for tenders, value engineering, and project planning.
    • Support business development and project management teams in technical presentations and documentation.
    • Foster collaboration with Design and Operations Heads for integrated project delivery

Job Requirements

Qualifications & Experience
bachelor's or master's degree in civil, Structural Engineering, or Construction Management.
• Minimum 10–15 years of experience in engineering, QS, or technical management within EPC or large-scale construction projects.
• Proven track record of leading multidisciplinary technical teams.
• Excellent English communication skills (written & spoken) – capable of drafting and reviewing professional correspondences.
• Strong understanding of design coordination, cost control, and contract administration.
• Proficient in AutoCAD, Revit/BIM, and document/QS management tools
