Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. 

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. 

PUI in Ethiopia:

Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

Since then, PUI has been providing humanitarian assistance in Afar, Benishangul Gumuz and Amhara Regional’s addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.

The current projects in the Afar, Benishangul-Gumuz, and Amhara regions mainly focus on improving access to health and nutrition services for populations affected by conflict and drought. PUI is working in close collaboration with local health authorities to support the revitalization of conflict-affected health systems in these regions.

In the Metekel Zone of Benishangul-Gumuz Region, PUI is implementing humanitarian assistance programs in Debatie, Bullen, and Dangur woredas. In the Afar Region, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, and Dallol woredas of the Kilbati Rasu Zone. In the Amhara Region, PUI is working in Mota, East Gojjam Zone.

PUI is also actively looking for more partners to respond to more humanitarian needs in other regions of the country which were affected by conflict and natural disasters.

Overall Objective:

Under the technical supervision of Logistics Officer, the Logistics Assistant is responsible to provide support for the program activities, including maintaining and monitoring logistics plans.

The Logistics Assistant - supports the logistics officer in activities linked to the day-to-day management of equipment, store, premises (cleaners and cooks) and reporting according to PUI standards and procedures in order to have the coordination base in optimal running conditions. He / She works under direct supervision of the Logistics Officer.

TASKS AND RESPONSIBILITIES

FLEET and PREMISES MANAGEMENT 

  • Organize and supervise cleaning (and regular disinfection if necessary) of premises and storage spaces

  • Ensure the staff collective space is in good working condition (tidiness, water, equipment functioning…)

  • Check and supervise the maintenance of the various open spaces (gardens, courtyards...) and ensure that domestic waste is correctly discarded.

  • Ensure the timely repair whenever needed in the coordination office and the guesthouse

  • Ensure that all documentation for bills such as Electricity, DSTV, etc., is compiled and shared with the logistics officer. 

  • Contribute to reviewing and implementing an efficient maintenance strategy in the country (in terms of operation as well as cost): conduct market surveys of maintenance facilities, genuine spare parts markets, develop practical tools to anticipate vehicle availability, etc.

  • Contribute to ensuring that technical safety and security guidelines are respected for the use of all vehicles and for all journeys.

  • Contribute to the monthly physical inventory of the fleet and update the tools accordingly.

  • Contribute to the calculation and verification of the monthly cost of each vehicle (fuel consumption, repairs, insurance, etc.); investigate and resolve major cost overruns; report major cost increases in the fleet to the logistics officer and Field Coordinator.

  • Ensure the identification of transport companies for needs that cannot be covered by the PUI fleet, considering the opportunities available within the PUI. 

  • Ensure efficient and complete circulation, filing, and archiving fleet and transport documentation as detailed in the PUI Logistics Manual (registers, time sheets, administrative authorizations, insurance cards, etc.).

EQUIPMENT

  • Assist in codifying all PUI equipment according to PUI procedures

  • Locate all equipment and check the availability of the equipment regularly in all designated places

  • Regularly, check that all equipment is working properly (water dispenser, gas cooker, printer, scanner, microwave, refrigerators…)

  • Inform the line manager in case of equipment dysfunction under the cooks/cleaners’ responsibility

  • Ensure that all the machine’s paper (printer, scanner) and water dispenser are full

  • Supervise the loading and unloading of goods/materials

STORE MANAGEMENT

  • Stand as the focal point for all issues regarding the warehouse/store for the coordination office

  • Ensure the formal communication linked to the store within the coordination office - stationery and consumables

  • Manage and organize the reception, storage, and dispatch of all supplies at the Coordination base store

  • Ensure all stock requests are sent and delivered to the requesters on time 

  • Communicate all delays or variances in inbound/outbound freight to the appropriate parties

  • Monitor the quality of products at the time of reception, in coordination with the Supply-chain Team

  • Regularly monitor the quality of products during storage. Pay special attention to expiration dates (if applicable)

  • Plan warehouse layout and space requirements (to prevent loss or damage and achieve warehouse optimization) and organize the implementation

  • Express his / her needs for daily workers to the Logistics Officer

  • Assist with monthly rolling stock takes and the annual stock take, reconciling inventory records with physical counts and sharing the monthly report with the Logistic Officer

  • Issues all required office items to staff

PROCUREMENT

  • Prepare orders for his/her sector of activity, do the follow-up, and check their proper reception and state

  • Collect purchased items from the Supply department and dispatch them to the relevant requesters

  • Collect necessary documents from the Supply department regarding the procurement process for storage purposes

  • Initiate the process of replenishment of stock items

DOCUMENTATION AND REPORTING

  • Give a daily report to the Logistics Officer about the progress of the logistics activities

  • Submit the monthly reports that apply to his / her domain to the Logistics Officer

  • Archive and centralize logistics files related to his domain

Communications & IT Management: 

  • Ensure communication, IT needs, and allocations of communication facilities, and depending on the cross-cutting and programme needs in the area, purchase or lease them.

  • Contribute to ensuring that the PUI communication and IT management technical guides are applied in the area.

  • Contribute to maintaining monthly monitoring of communication costs; investigate and resolve major over-costs; escalate major increases in communication costs 

  • File administrative requests to local authorities for the use of communication facilities

 Job Requirements

Required Qualifications and Professional Experience

  • Bachelor’s Degree in Logistics and Supply and other related fields. 

  • Logistics, Procurement and ICT tool training.

  • Minimum of 2 years’ experience out of Which 1 years in INGO experience with Similar activities.

  • Familiarity with HR software, including Homere HR, is highly desirable

  • Knowledge of local labor laws and HR compliance requirements.

Key Competencies and Skills:

  • Compliance with safety rules

  • Computer skills: good knowledge of the MS office software including word, outlook. excellent in excel.

Language:

  • English and Amharic.

  • Any other local language.
