Objective of the position
The NRM Field Officer will be responsible for the day-to-day, grassroots implementation and monitoring of all-Natural Resource Management and climate adaptation activities within PC’s projects in Moyale Woreda. This is a field-based position requiring extensive engagement with pastoralist communities, traditional leaders, local government structures, and other stakeholders.
The role focuses on promoting sustainable rangeland and water management practices, enhancing environmental conservation, and building community resilience to climate change and drought.
Community Mobilization and Engagement
Serve as the primary link between Pastoralist Concern and the target pastoralist communities in Moyale.
Facilitate community meetings, workshops, and awareness campaigns on sustainable NRM, climate change adaptation, and environmental protection.
Support the establishment, training, and strengthening of community-based NRM committees (e.g., Rangeland Management Committees, Water User Associations).
Ensure that NRM interventions are community-led, participatory, and inclusive, with a strong focus on the participation of women and youth.
Facilitate the development of community-based NRM action plans and traditional by-laws (Dertu/Seera) for managing shared resources.
Technical Implementation
Lead the field-level implementation of NRM activities, which may include:
Rangeland Management: Overseeing activities like enclosure establishment (kallo), pasture reseeding with drought-tolerant grasses, invasive species management (e.g., Prosopis juliflora), and promoting planned/rotational grazing systems.
Soil and Water Conservation (SWC): Mobilizing communities for and supervising the construction of SWC structures (e.g., soil bunds, check dams, water-spreading weirs, hillside terracing) to reduce erosion and improve water infiltration.
Water Resource Management: Supporting the rehabilitation and protection of traditional water sources (e.g., wells, ponds/birkas) and promoting sustainable water use practices.
Climate Adaptation: Promoting the planting of climate-appropriate, multi-purpose trees (agroforestry) and supporting other climate-smart initiatives.
Training and Capacity Building
Conduct training sessions for NRM committees, community leaders, and local government partners on sustainable NRM techniques, leadership, and conflict management related to resources.
Provide continuous on-site technical guidance and mentorship to communities and their committees.
Disseminate climate information and early warnings to help communities make informed decisions.
Monitoring, Evaluation, and Reporting
Conduct regular field visits to project sites to monitor progress, ensure the quality of work, and identify any challenges or delays.
Collect field data (both qualitative and quantitative) as required by the project's Monitoring & Evaluation (M&E) plan.
Document case studies, success stories, and lessons learned from the field.
Prepare and submit timely and accurate weekly or monthly progress reports to the NRM Project Coordinator.
Coordination and Collaboration
Liaise closely with Woreda-level government offices (e.g., Agriculture, Pastoral Development, Environment) to ensure project alignment and collaboration.
Coordinate with traditional leaders (Gada/Aba Olla) to ensure interventions respect and build upon customary NRM systems.
Collaborate with other PC program staff (e.g., WASH, Livelihoods) to ensure an integrated approach.
Job Requirements and Qualifications
Must-Have Bachelor's Degree or Diploma in Natural Resource Management, Rangeland Management, Environmental Science, Dryland Agriculture, Pastoralist Development, Water Resource Management, or a closely related field.
Minimum of 2 years of direct, hands-on experience for Degree holders (or 4 years for Diploma holders) in implementing NRM, rangeland, or climate adaptation projects.
Proven experience working directly with pastoralist communities, preferably in the Borena or Moyale context.
Fluency in Afaan Oromo (Borana dialect) is mandatory.
Good working proficiency in English (both spoken and written).
Deep understanding of the social, cultural, and environmental context of Moyale Woreda and the challenges faced by pastoralists.
Strong community mobilization, facilitation, and communication skills.
Desired (Advantageous)
Experience with participatory tools and methodologies (e.g., Participatory Rangeland Management - PRM, Participatory Learning and Action - PLA).
Knowledge of local customary institutions and governance systems for natural resources.
Ability to work independently and effectively in a remote, challenging environment.
Valid motorcycle license.
Conflict sensitivity and an understanding of resource-based conflict dynamics in the region.
