Safety Officer Job Description

The Safety Officer (SO) will functionally report to the Health and Safety Manager (OHSM). The OHSM is responsible for the strategic and high-level management of the Company Safety Program, the SO is tasked with the daily execution and operational aspects of safety on site. The SO is responsible for implementing and monitoring safety measures to ensure a safe and healthy work environment for all site personnel. This includes inspecting worksites, conducting training sessions, and investigating incidents to ensure compliance with all safety regulations. All duties are carried out under the direction of the Health and Safety Manager (OHSM), with regular feedback provided as required and stipulated by the OHSM.

Roles and Responsibilities

The Safety Officer (SO) plays a key role in implementing and enforcing safety protocols developed by the Occupational Health and Safety Manager (OHSM). Their primary focus is ensuring the safety of personnel, equipment, and the immediate working environment through proactive hazard identification, compliance monitoring, and safety promotion.

Enforcement and Supervision

  • Ensure compliance with safety policies and PPE usage.

  • Maintain safe workspaces and issue corrective actions.

On-Site Monitoring

  • Conduct regular inspections of worksites, equipment, and processes.

  • Proactively identify and mitigate risks.

Emergency Preparedness and Response

  • Develop, implement, and test emergency response plans.

  • Conduct drills and exercises under OHSM direction.

Incident Management

  • First point of contact for incidents, accidents, or near-misses.

  • Manage response and lead preliminary investigations.

Worker Consultation and Participation

  • Facilitate worker engagement in safety matters.

  • Ensure protection from reprisals for raising concerns.

Communication and Training

  • Conduct safety briefings and toolbox talks.

  • Provide feedback and assist in employee training.

Performance Monitoring and Reporting

  • Track safety performance, analyze data, and report trends.

  • Evaluate safety programs with OHSM.

Continual Improvement

  • Recommend improvements to the Safety Management System.

  • Drive strategies for enhanced safety performance.

Auditing and Compliance

  • Support audits and inspections.

  • Support ISO 45001 compliance and readiness.

Expected Duties

Daily Duties

  • Pre-shift inspections and checklist completion.

  • Lead toolbox talks.

  • Report manpower and man-hours.

  • Enforce PPE use and correct unsafe acts.

  • Review/sign off Permit-to-Work for high-risk tasks.

Weekly Duties

  • Submit weekly safety reports to OHSM.

  • Join inspections with OHSM/managers.

  • Audit and restock first-aid stations.

As-Needed Duties

  • Investigate incidents and prepare reports.

  • Conduct orientations for new staff.

  • Escort/support internal and external audits.

  • Recommend corrective actions to OHSM.

Job Requirements

Qualifications:

  • Education: Accepted certification in a relevant field.

  • Certification: Certified Safety Officer (CSO), Certified Safety Professional (CSP), or an equivalent accredited certification.

  • Experience: Minimum of 2 years of experience in a Safety Officer role or in a related role, preferably within construction, mining, or industrial settings.

  • Language: Amharic – Fluent; Omoro – Working knowledge preferred; English – B2 spoken, written and comprehension.
