Job Description

Local Purchase Officer is responsible for managing the procurement of materials, equipment and supplies needed for construction projects, ensuring timely and cost effective acquisition while adhering to company policies and regulation. 

Job Summary: The Local Purchase officer is responsible for coordinating and executing procurement activities and this role involves sourcing and acquiring materials, equipment and supplies from local supplies, negotiating contracts and ensuring the timely delivery of goods to support the operations.

Duties & Responsibilities:

Local Purchase Officer’s Main Duties and Responsibilities.

  • Supplier communication: Communicate with suppliers for required goods and services, ensuring quality and cost-effectiveness to obtain price quotes, product availability, and delivery timeline.

  • Purchase Order Processing: Ensure timely delivery of items. Prepare and issue purchase orders based on approved requisitions and project requirements.

  • Vendor Evaluation: based on quality, delivery, and compliance. Assess the performance and reliability of existing suppliers and identify potential new suppliers.

  • Price Negotiation: Negotiate Prices, terms and delivery schedules with suppliers to secure favourable agreements.

  • Order Tracking: Monitor the status of open purchase orders, track deliveries and follow up with suppliers as needed.

  • Quality control: Inspect received materials and equipment’s to ensure they meet quality and speciation requirements. 

  • Maintain accurate records: of purchases, pricing, and inventory.

  • Coordinate with internal departments: to understand user department and procurement needs.

  • Ensure compliance: with company policies and local regulations.

  • Resolve issues: related to delayed shipments, defective goods, or invoice discrepancies.

  • Emergency Procurement: Handle urgent or unplanned procurement requests promptly.

  • Budget Tracking: Monitor procurement expenses and report on budget adherence.

  • Supplier Relation Ships: Build and maintain positive relationships with suppliers and address any issues or concerns promptly.

  • Report Generation: Prepare daily, weekly or monthly reports on procurement activities and expenditure for management review.

  • Other duties as assigned.

Job Requirements

  • Education: BA degree in supplies chain management and business fields

  • Experience: 2 to 3 years in local purchasing

  • Planning and Organizing Skills

  • Analytical Thinking

  • Excellent communication and interpersonal skills.

  • Knowledge of local market dynamics and supplier networks

  • Proficiency in procurement software or ERP systems

  • Ability to work independently and manage multiple tasks.

  • Strong negotiation and communication skills
