The Momentum Integrated Health Resilience project, implemented by a consortium led by IMA World Health, is a global initiative that partners with governments and local stakeholders in fragile states and regions. MIHR’s objective is to save lives through increased access to high-quality MNCH-Nutrition life-saving interventions, strengthening partnerships with local organizations, and improving adaptive management to prevent, detect, and respond to health emergencies. MIHR focuses on equipping health institutions and frontline workers with the skills, tools, and resources to address the leading causes of maternal and child deaths sustainably. In Ethiopia, the project has three main objectives: 1) Enhance health facilities' readiness to provide essential quality MCH and nutrition services; 2) Improve access to and utilization of quality MCH and nutrition services through contextualized service delivery models; and 3) Enhance health security by improving emergency preparedness, disease surveillance, and outbreak response.
The Learning, Monitoring, and Evaluation (LME) Advisor provides strategic counsel and high-level technical guidance on results-based planning, budgeting, and program performance monitoring and evaluation. This role advises on system effectiveness, ensuring the LME framework is cost-effective, results-oriented, and generates the necessary insights for USAID and Project leadership to assess progress, effectiveness, and outcomes. The Advisor works closely with the LME manager to ensure technical alignment across all project components.
Guide the strategic development and technical architecture of the Project ’s digital LME system.
Provide expert technical assistance for the adaptation and effective implementation of the program's LME framework, including the appropriate integration and utility of performance indicators.
Provide oversight and technical recommendations for maintaining high data quality across all area offices, identifying challenges and guiding the development and implementation of corrective strategies.
Contribute high-level expertise to project design, particularly in the development of project theories of change and strategic frameworks.
Advise on and facilitate Collaborating, Learning and Adapting (CLA) strategies to promote the effective, real-time use of LME data and information for adaptive project management.
Conduct strategic reviews of monitoring data and advise Project staff on organizing periodic learning sessions to help implementation managers identify successes and adapt approaches to maximize results.
Collaborate strategically with the finance and operations unit to guide the development of a system for tracking and reporting cost-related data per program element.
Report and present strategic updates and quarterly summaries on performance indicator progress to the LME manager, SI and Data Use Director, and project leadership.
Mentor and collaborate with the LME officer to develop and present comprehensive quarterly, semi-annual, and annual performance reports during technical team and program review meetings.
Perform other advisory and technical duties as assigned.
Job Requirements
Master’s degree in public health, demography, sociology, epidemiology, biostatistics, or a related field is required;
8 years of experience in monitoring, evaluation and research related to large-scale health development projects, including international experience in quantitative, and qualitative research;
Quantitative and analytical skills, including experience with data mining, analysis, interpretation, and presentation of data. Experience in using statistical software such as SPSS, STATA, and EPI-Info is highly desirable.
Data visualization skills using tools such as Tableau, Kobo Tool, Power BI, Advanced Excel is highly desirable.
Excellent oral and written communication, presentation, and organizational skills
Ability to coordinate various tasks, work independently and manage work plans.
Ability to work as part of a diverse and dynamic team.
Ability to work comfortably in the MS Office package, Google suite, and other software and technology tools.
Experience in implementation Research with knowledge and skills in development and review of research protocol is highly desirable.
Knowledge and experience working with monitoring, learning and evaluation are highly desirable.
Experience in working with mobile health (mHealth) tools such as ODK, Survey CTO is an added advantage.
Speaking of more than one local language is a plus.
