The Senior Emergency Health Response Officer will provide technical leadership and coordination for the planning, implementation, and monitoring of cholera response activities under the IMC ET-RRM project. The position will oversee clinical operations, community outreach, and coordination with health authorities to ensure quality, timely, and integrated cholera prevention and control interventions.

Duties and Responsibilities

  • Ensure that the planned activities are implemented according to the work plan within the planned budget with good quality as per the national and IMC standards.

  • Facilitate training, workshops, and other meetings.

  • Lead and coordinate the overall implementation of cholera response activities in assigned operational areas.

  • Ensure that interventions align with national cholera response guidelines and IMC protocols.

  • Coordinate with local health authorities, WHO, and other partners to ensure harmonized response efforts.

  • Participate in outbreak coordination meetings and contribute to situation reports and response planning.

  • Provide on-site technical support and mentorship to clinical and community-based staff at Cholera Treatment Units (CTUs) and Oral Rehydration Points (ORPs).

  • Ensure quality case management practices in line with WHO and national cholera treatment protocols.

  • Support health promotion, surveillance, and infection prevention and control (IPC) initiatives.

  • Conduct field visits to monitor implementation quality and provide feedback for continuous improvement.

  • Assist the Project Manager in developing work plans, procurement plans, and activity implementation schedules.

  • Ensure timely and accurate collection, analysis, and reporting of health data related to cholera activities.

  • Contribute to donor reports, situation updates, and lessons learned documentation.

  • Identify training needs and organize capacity-building sessions for health and community staff.

  • Mentor health facility staff in case management, surveillance, and IPC standards.

  • Promote teamwork, accountability, and continuous learning among project teams.

  • Establish and maintain a cholera case reporting and tracking system providing weekly updates on new cases in IMC program areas. Ensure IMC has a mapping across project areas of locations with high/medium/low risk of cholera and target prioritize cholera prevention activities accordingly.

  • Ensure that the cholera response team respond rapidly to new cases of cholera by applying the established cholera reduction activities. Analyze and improve the response activities as necessary and in collaboration with supervisor.

  • Ensure that field staff are fully engaged in all aspects of the cholera response and provide refresher training as necessary to ensure that the program is able to rapidly adapt to new locations and approaches as necessary – particular emphasis on hygiene promotion communication and on technical requirements for chlorination are clear and respected.

  • Represent IMC in any PHEM meeting organized at project site as per the need.

  • Prepare and provide regular weekly and monthly progress report with approval of the supervisor.]

Job Requirements

  • MPH with health or medical background and have 2 years of related experience in NGOs

  • Bachelor’s degree in public health, medicine, nursing, or a related field of study with 4 years of experience in field.

  • Experience in emergency/outbreak response and epidemic diseases surveillance and epidemic/outbreak investigation and response. 

  • Specific Experience in Cholera response program.

  • Experience of facilitation of training review meetings and workshops; Very good experience in report writing.

  • Experience on budget and manpower management

  • Excellent computer skills, including all Microsoft applications

  • Proficiency in written and spoken English

  • Ability to work independently and under tight deadlines.

  • Ability to develop good team spirit and support field staff

  • Knowledge of the Local language
