Reports to: Finance and Admin Unit Coordinator

Contract Type: Full-time

The Civil Society Resource Center (CSRC) is a dynamic hub supporting the capacity, networking, and effectiveness of Ethiopian civil society organizations (CSOs). The Center provides training, advisory, and information services to strengthen the governance, accountability, and sustainability of local and grassroots CSOs.

The Admin and Finance Officer will be responsible for managing CSRC’s administrative, financial, human resources, and procurement functions. The role ensures smooth day-to-day operations, accurate financial management, compliance with donor and government regulations, and efficient support to staff and programs.

Key Responsibilities

1. Finance Management

  • Maintain accurate financial records and update accounting books in compliance with CSRC’s financial policies.

  • Prepare monthly, quarterly, and annual financial reports.

  • Manage petty cash, bank reconciliations, and expense tracking.

  • Support project budget preparation, monitoring, and financial forecasting.

  • Ensure all financial transactions are properly authorized and documented.

  • Facilitate internal and external audits.

  • Ensure compliance with donor and government (Charities and Societies Agency) financial reporting requirements.

2. Human Resources Management

  • Maintain up-to-date HR files including staff contracts, leave records, and performance appraisals.

  • Coordinate recruitment, onboarding, and exit processes.

  • Administer payroll and ensure timely payment of salaries, taxes, and pension contributions.

  • Support implementation of HR policies and ensure compliance with the Ethiopian Labour Proclamation.

  • Assist in organizing staff capacity-building and welfare activities.

3. Procurement and Logistics

  • Plan and coordinate procurement of goods and services in line with CSRC procurement policy.

  • Obtain quotations, prepare bid analysis, and maintain proper procurement documentation.

  • Manage relationships with suppliers and service providers.

  • Oversee office inventory, fixed asset register, and ensure proper tagging and tracking.

  • Support logistical arrangements for workshops, training, and field missions.

4. Administration and Office Management

  • Manage day-to-day office operations, utilities, and maintenance.

  • Oversee filing systems, correspondence, and office supplies.

  • Ensure the smooth functioning of IT, communication, and transport systems.

  • Support event organization, documentation, and minute-taking when required.

  • Liaise with government offices, banks, and partner organizations as necessary.

Job Requirements

Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, Management, or related field (Master’s preferred).

  • Minimum of 3–5 years of relevant experience in finance and administration within NGOs or CSOs.

  • Strong knowledge of Ethiopian financial, HR, and procurement regulations.

  • Experience with accounting software (e.g., QuickBooks or Peachtree).

  • Excellent command of English and Amharic (both written and spoken).

  • High attention to detail, integrity, and ability to work under pressure.

  • Strong interpersonal and organizational skills.
