Job Description

Reports To: Chief Executive Officer

Location: Juba. South Sudan with extensive travel to project sites as required. 

Employment Type: Full-Time, Contractual

The General Manager (GM) is the senior executive responsible for the overall operational performance, strategic direction, and profitability of the company. The GM will provide leadership and management to ensure that the company achieves its business goals and objectives, with a specific focus on civil engineering construction projects including roads, wa- ter infrastructure, and the supply of goods and services. The GM is tasked with driving efficiency, innovation, and excellence across all company activities, from project execution to human capital management.

Key Responsibilities and Duties

Strategic Leadership & Organizational Performance

  • Develop and implement the company’s strategic plan in alignment with the board’s vision.

  • Drive strategic initiatives and foster a culture of innovation to enhance operational performance, reduce costs, and improve competitive advantage.

  • Oversee the entire portfolio of projects, ensuring they are aligned with the company's stra- tegic goals.

Developing and implementing construction policies and procedures to enhance efficiency and productivity. Analyze existing construction policies and procedures to identify areas of improvement. Develop new policies and procedures to enhance construction efficiency and productivity. Communicate new policies and procedures to construction staff and ensure that they are adequately trained and equipped to implement them.

Project Performance & Management

  • Provide executive oversight for all projects, including civil works (roads, water) and oil field construction projects.

  • Regularly evaluate the performance of all projects against key metrics such as budget, schedule, quality, and safety.

  • Identify underperforming projects and provide direct, strategic intervention. Develop and implement robust corrective action plans to bring projects back on track.

  • Ensure best practices in project management are adopted and standardized across the or- ganization.

  • . Responsible for managing the construction team, overseeing the scheduling and coordina- tion of projects, and ensuring that all work is completed on time and within budget.

  • The team should have a deep understanding of construction processes and techniques, as well as the ability to identify areas of improvement and take proactive steps to address them.

Human Resources & Staff Management

Performance Management: Develop, implement, and monitor Key Performance Indicators (KPIs) for both the company as a whole and for individual staff members and departments. Contract Management: Ensure all employment contracts are current, compliant with labor laws, and accurately reflect the roles and responsibilities of staff. Be proactive in the re- newal process, initiating

Reviews well in advance of expiry dates.

Staff Evaluation: Conduct regular performance appraisals for direct reports and oversee the group-wide performance review process to ensure it is fair, consistent, and effective.

Talent Development: Mentor and develop a high-performing senior management team, fos- tering a culture of accountability and professional growth.

Operational & Financial Management

  • Oversee the day-to-day operations of the company, ensuring efficiency and quality in all aspects of construction and service delivery.

  • Prepare the annual budget for board approval and manage company resources within budgetary guidelines.

  • Ensure robust financial controls and reporting systems are in place.

  • Manage the supply chain for goods and services, ensuring timely procurement and cost- effectiveness.

Managing budgets and financial resources, analyzing financial data to identify areas of im- provement, and implementing solutions. Developing and managing construction budgets, ensuring that they are aligned with company goals and objectives. Monitor construction ex- penses and identify areas where costs can be reduced without compromising quality or safety.

Business Development & Client Relations

  • Represent the company in negotiations with clients, contractors, suppliers, and govern- ment authorities.

  • Identify and pursue new business opportunities to expand the company’s market share in civil engineering and related sectors.

  • Maintain and enhance the company’s reputation for quality and reliability.

  • Negotiating contracts with vendors, suppliers, and other partners to ensure optimal pricing and terms. Lead the negotiation, communication, and relationship management skills, as well as the ability to work collaboratively with other departments and stakeholders to drive growth and profitability.

  • Conducting construction industry market research and analyzing industry trends to stay up- to-date on the latest developments in the construction industry. Identify key industry trends and developments that may impact the construction industry and Monitor the competitive landscape to identify potential threats and opportunities; Conduct market research to iden- tify customer needs and preferences.

Compliance, Health, Safety & Environment (HSE)

  • Ensure full compliance with all local, state, and federal regulations governing the construc- tion industry.

  • Champion a zero-harm culture by enforcing the highest standards of Health, Safety, and Environment across all project sites and company facilities.

Key Performance Indicators (KPIs)

The GM's performance will be evaluated against the following KPIs(among others):

  • Overall Company Profitability (e.g., Net Profit Margin)

  • Project Portfolio Performance (e.g., % of projects on time and on budget)

  • Health and Safety Record

  • Client Satisfaction Scores

  • Successful implementation of strategic initiatives.

  • Staff Turnover Rate and overall team morale.

  • Effectiveness of company-wide and individual staff KPIs.

Performance Metrics:

  1. Project delivery timelines and budgets

  2. Client satisfaction ratings

  3. Financial performance

  4. Team performance and development

  5. Safety and quality standards

Working Hours

The role requires a minimum of 45 hours per week, with the understanding that the nature of the position demands flexibility and additional hours as necessary to meet business needs.

Confidentiality and Restrictive Covenants

The GM shall not, during or after employment, disclose any confidential information per- taining to the company. A separate Non-Disclosure and Proprietary Information Agreement will be signed. Post-employment restrictions on soliciting clients or staff may apply for a specified period.

Termination

Employment may be terminated by either party by giving 3 months written notice.

The company reserves the right to terminate employment summarily without notice or pay- ment in lieu in cases of gross misconduct.

Job Requirements

Required Minimum Qualifications:

Academic Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business Administration, or a related field.

  • Minimum 10 years of experience in construction management, with at least 5 years in a sen- ior leadership role.

  • Strong leadership, management, and communication skills, with the ability to motivate and inspire teams.

  • Professional certifications, such as PMP or PRINCE2, are desirable.
