B/ Expertise France in Ethiopia
With more than 120 million inhabitants, hosting the African Union headquarter, Ethiopia is a key country on the continent. In recent years, the country has seen a constant strengthening of its bilateral cooperation with France and benefits from the largest European programme in sub-Saharan Africa.
This has resulted in an increase of more than 140% in the Agency's portfolio in 2024, which now stands at €32 million and is expected to exceed €45 million by the end of the year. The country is also home to two strategic regional projects in education and heritage, and a team of 3 ITE, which is being reinforced by 6 additional ITE.
The Expertise France country team should increase to nearly 50 people.
To support this development, the Agency has decided to structure a country directorate and a project support unit in Addis Ababa, as of September 2025.
C/ Position and Reporting Line
Based in Addis Ababa, Ethiopia, the position of Logistics Officer – Support is under the direct reporting responsibility of the Logistics Manager.
The managerial report is: Logistics Manager / Support Service Coordinator / Country Director / Geographical Department / Operations Department
The functional link of the Logistics division is provided by the Facilities and IT Services Departments based at the headquarters in Paris and the Regional Security Coordinator based in Nairobi.
The USP is made up of four main units supporting the implementation of projects: Purchasing and Contracts, Logistics, Administrative and Financial and Human Resources.
The Logistics unit, supervised by the Logistics Manager, is also composed of two Logistics Officers (Facilities and programs) and drivers.
The Logistics Officer – Facilities will supervise the mission's drivers.

Main missions
The Logistics Officer – Facilities acts by delegation and under the supervision of the Logistics Manager; whose detailed responsibilities will have to be the subject of an initial establishment as part of the creation of this pole
She/he is in charge of computer monitoring, equipment performance and ensures data backup and protection
She/he ensures the proper supply of the office and projects and stock management. She/he monitors the office's equipment: vehicles, telecommunications, IT and security. Carries out the identification and inventories of this equipment
She/he ensures the management and good organization of his/her team as well as their continuous training in logistics procedures
Duties & Responsibilities:
a) Premises and Inventory follow-up
Check electricity and water consumption before transferring bills to the Logistics Manager
Ensure the management and maintenance of storage or archiving premises and spaces. Alert the manager about the needs for maintenance/repairs of the premises
Perform preventive maintenance of equipment (air conditioners, photocopiers, etc.) under direct EF management
Carry out a regular inventory of furniture and equipment as well as its use. Make sure they are labelled.
Be responsible for the implementation of office hygiene and cleanliness standards
Manage office supply stocks, anticipate orders and track their allocation
Carry out of stock requests for projects validated by the Logistics Manage
b) Management of the computer, telecommunications and information systems equipment
Register and label equipment entering the park. Fill in and update the equipment monitoring table. Follow up on requests for loans or the provision of equipment
Ensure the proper functioning of equipment. Ensure continuous updating of IT equipment and report to the Logistics Manager any breakdowns and malfunctions identified
Implement the phone credit management procedure and provide regular reporting
Participate in the training of the team and the integration of new employees on equipment management
Ensure that data protection standards are properly informed and implemented (in accordance with national legislation and the European GDPR) by staff
Implement data backup plan
c) Fleet managemen
Supervise filling and establish regular fleet consumption reports
Implement the fleet fuel, spare parts and consumables supply system and propose improvements
Ensure the completeness of the packages of documents related to the vehicles (log book, contracts, insurance, registration, etc.); their updating and archiving
Propose and monitor preventive maintenance and vehicle repair operations
Be responsible for the presence of the appropriate on-board set in each vehicle (pharmacy, logbook, fuel and movement tracking, etc.)
Ensure the planning and distribution of vehicles on a daily basis according to requests
Arrange airport pick-up and drop-off as needed
d) Participation in the drafting of framework contract
Collect and consolidate the logistical support needs of the Projects related to the establishment of framework contracts and proactively propose rationalization solutions. Have them validated by the Logistics Manager.
Prepare specifications, support for the launch of the search for suppliers/contractors
Be responsible for the implementation of these contracts, and in particular ensure budgetary consistency, compliance with contract dates, validity of invoices, etc.
e) Team Managemen
Prepare and ensure the proper implementation of the schedules of the team of drivers
Establish initial objectives and evaluate the performance of staff under his/her direct supervision
Conduct regular meetings and report on areas for improvement and problems encountered.
Identify and propose a training plan for the team’s members. Train drivers in FE procedures
This list of responsibilities is not exhaustive. The Logistics Officer – Facilities will also have to support the Logistics team in any task necessary for the proper functioning of the service.
4/ EMPLOYMENT CONDITIONS
Employment contract under local law, via a third-party employer company
Duration of the contract: Fixed-term contract of one year renewable with the possibility of renewal or extension and/or perpetuation before the end of the contract depending on the performance evaluation and available budget.

Job Requirements
Qualifications and experience
Higher education in a field related to administration and/or logistics
At least 5 years' experience in a similar position
Experience in team management;
Ability to work in a demanding environment
Strong capacity for autonomy, independence of mind and impartiality
Strong ability to work, rigor and organization
Competencies and technical skills
Proficiency in office software tools
Interpersonal skills. Team spirit and collaboration. Service orientation
Knowledge of network IT would be an asset
Excellent analytical and report writing skills
Good written and oral knowledge of English. Knowledge of French is an asset.
