The Ethiopian Public Health Institute (EPHI) strives to address Non-Communicable Diseases (NCDs) and other health-related problems by conducting population-based research and contributing to the effective implementation of national health strategies. NCDs such as cardiovascular diseases, diabetes, cancers, and chronic respiratory illnesses have become leading causes of morbidity and mortality in Ethiopia. The increasing prevalence of risk factors like excessive salt intake, harmful alcohol consumption, and khat chewing poses a serious public health challenge, threatening national productivity and economic development. The government of Ethiopia, through the Federal Ministry of Health and EPHI, has prioritized the prevention and control of NCDs to achieve Sustainable Development Goal (SDG) 3.4, reducing premature mortality from NCDs by one-third by 2030.

Behavioural risk factors are largely preventable through evidence-based interventions that target lifestyle modification at the community level. Behaviour Change Communication (BCC) is recognized as a key strategy to promote healthier behaviours by improving knowledge, reshaping attitudes, and encouraging long-term change. Despite national policy emphasis, there remains limited evidence on integrated and culturally adapted BCC programs addressing multiple NCD risk factors concurrently. So, the Ethiopian Public Health Institute, along with the Ministry of Health, is running a combined BCC program to help lower high salt consumption, harmful drinking, and khat chewing in certain areas of Ethiopia. This initiative also seeks to strengthen health systems by utilizing the existing Health Extension Program (HEP) platform to deliver community-based education and engagement.

The present study that is going to be conducted soon will highlight the magnitude and behavioural determinants of NCD risk factors, providing vital evidence for policymakers and program implementers. It will assess the effectiveness of an integrated BCC approach in modifying health behaviours and generating sustainable lifestyle changes. The results will guide national efforts to enhance prevention and control programs, inform future policy directions, and contribute to achieving the targets set in the Health Sector Transformation Plan (HSTP). Through this study, EPHI reaffirms its commitment to advancing research-driven public health solutions that reduce the NCD burden and improve the overall well-being of Ethiopians.

Duties and Responsibilities:

  1. Attend and successfully complete the training organized by EPHI, covering the study protocol, questionnaire content, data collection techniques, use of digital tools (ODK), ethical considerations, and confidentiality principles.

  2. Participate in mock interviews and pilot testing to ensure understanding of the data collection instruments and procedures before field deployment.

  3. Familiarize themselves with the objectives, target population, and study design to ensure consistency in approach and understanding of the intervention.

  4. Each data collector will visit the randomly selected Households from the list of eligible households.

  5. Identify and obtain informed consent from the selected target groups for a follow-up visit.

  6. The data collector will interview all selected target groups in the household and accurately record their responses.

  7. Review each questionnaire on the tablet prior to leaving the survey respondents house and make sure all questions are answered correctly.

  8. Each data collector is required to ensure the quality and integrity of the data collected are of high standard.

  9. Submit daily progress reports to the supervisor, summarizing completed interviews, pending households, and encountered challenges.

  10. Ensure timely submission of clean, verified data to the central database through the approved data management system.

  11. Support supervisors in compiling field reports, verifying data, and addressing quality issues during baseline and endline assessments.

  12. Each data collector is required to maintain good team spirit with team members

  13. Each data collector should be willing to take additional responsibilities.

Job Requirements

1. Educational Qualification

  • Minimum of a Bachelor’s degree in Public Health, Nursing or other health-related fields from a recognized institution.

2. Work Experience

  • At least 2 years of experience in community-based data collection or survey implementation.

  • Demonstrated experience in public health or NCD-related research, particularly in Behaviour Change Communication (BCC), STEPs surveys, or other population-based studies.

  • Experience using digital data collection tools such as Open Data Kit (ODK), Survey CTO, or Com, care is strongly preferred.

3. Technical Skills and Competencies

  • Ability to administer structured questionnaires accurately and consistently using tablets or smartphones.

  • Skills in ensuring data quality, validity, and completeness during fieldwork.

  • Familiarity with non-communicable disease risk factors (excess salt intake, harmful alcohol use, khat chewing) and their public health implications.

4. Language Requirements

  • Proficiency in English and Amharic (both written and spoken) is required.

  • Speaking capability of local language is an asset;
