Job Description

The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned below. 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee  and Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Details of the vacant position 

Job Title:  Manager, ERCS- Fright Transport Service IGA Unit

  • Work Unit: ERCS Fright Transport Service Unit 

    • Reports to: DSG, Public Private Partnership (PPP)

    • Salary:  As per the organization salary scale  

II    Job Summary 

Under the general direction and guidance of the Deputy Secretary General for Public-Private Partnerships (PPP), the Manager for the ERCS Freight Transport Services IGA unit will be responsible for provision of strategic leadership and oversight to the overall operations of the unit, so that to ensure efficient and optimal management of the transport services, generating the targeted revenues and achieving the strategic objectives and key performance indicators of the project (the unit).  Key responsibilities include overseeing the provision of quality and efficient freight transport services to the target clients and market segment; designing and implementing competitive pricing and cost recovery pricing structures and service packages aligned with market standards; Maintain transparent, customer-focused service standards consistent with ERCS values. Maintain automated and accurate records of fleet movements, fuel consumption, and maintenance costs. Ensure all operations comply with national transport regulations, traffic laws, and ERCS internal policies. Ensure proper financial management, including invoicing, cost control, and operational expenses and above all ensure generating sustainable transport service income that can ensure sustainability of the project, support ERCS’s humanitarian and operational activities and strengthen the financial self-reliance of the NS.

Duties and Responsibilities

  • Oversee the overall market development, operational efficiency and financial management of the transport service income generating Unit. 

  • Lead the periodic, timely and efficient implementations of the planning, organizing, directing, coordinating, and controlling management functions.

  • Develop the required policies, strategies, guideline’s and standard operating procedures that ensure steady growth and expansion of the IGA unit, Develop and track key performance indicators (KPls) for unit efforts, ensuring measurable impacts.

  • Ensure provision of quality and efficient freight transport services to the internal ERCS operations, the non-profit sector, UN Agencies, movement partners, and governmental agencies at a competitive/cost plus/ pricing strategy. 

  • Ensure safe, timely, and efficient delivery of bulk goods, relief items, and other consignments.

  • Collaborate with the ERCS HQ work units including programs, business development and resource mobilization, humanitarian supply chain, finance, internal fleet management and others and the Regional and Zonal branches of the NS to ensure smooth coordination of supports, an optimal utilization of the transport services, and the income generating goal and targets of the unit is achieved.

  • Initiates and undertakes business development feasibility studies, and market expansion service that is aligned with objective of the transport IGA unit.

  • Proposes business development ideas that ensure the sustainability and growth of the freight transport service IGA unit, Conduct periodic market assessment for revising the price structure of the transport services IGA unit. 

  • Develop competitive pricing and or cost plus pricing structures and service packages aligned with market standards.

  • Generate sustainable income that can ensure sustainability of the project, support ERCS’s humanitarian and operational activities and strengthen the financial self-reliance of the NS.

  • Maintain transparent, customer-focused service standards consistent with ERCS values.

  • Implement preventive maintenance schedules, safety checks, and driver management systems to ensure optimal performance and minimize downtime, Maintain accurate records of fleet movements, fuel consumption, and maintenance costs.

  • Ensure proper financial management, including invoicing, cost control, and routine operational expenses are strictly managed following the policies, SoP and guidelines of the ERCS and the unit. 

  • Ensure all operations comply with national transport regulations, traffic laws, and ERCS internal policies, Promote road safety, driver training, and responsible environmental practices, including fuel efficiency and emission control.

  • Design a modern technological control system (automation systems) for efficient management of the transport operations of the transport service IGA unit.

  • Establish, expand and nurture partnerships with target partners, humanitarian organization, and government agencies, Prepare and submit regular updates and periodic reports to the Deputy Secretary General on the operational performance progress of the unit. 

Job Requirements

Qualification Requirements: 

  • Second/First in Business Administration, Business management, Transport Management, Transport Engineering, Marketing Management, Economic. 

  • Work experience 8/10 years direct related work experience, out of which 4/6 years in a managerial position(s).
