Job Description

Job Purpose :- The Budget and Planning Officer is responsible for developing, implementing, and monitoring the company’s budgeting and financial planning processes. This position ensures the efficient allocation and utilization of financial resources, compliance with internal financial policies, and alignment with ORO-Meat’s strategic and operational objectives.

Key Duties and Responsibilities

Financial Planning and Budgeting

  • Determine ORO-Meat’s financial capacity and assess financial constraints to inform strategic decisions.

  • Develop, prepare, and consolidate annual and departmental budgets in collaboration with relevant units.

  • Establish and implement standards, systems, and procedures to guide the budgeting process.

  • Create and implement strategies to optimize the organization’s budgets, expenditures, and resource allocation.

  • Review and analyze budget proposals, identify discrepancies, and recommend adjustments when necessary.

  • Participate in the overall annual budgeting and planning process, ensuring alignment with organizational priorities.

Budget Monitoring and Control

  • Monitor and evaluate spending patterns to ensure adherence to approved budgets.

  • Identify variances and recommend corrective actions to ensure financial discipline and sustainability.

  • Provide financial analysis and strategic input to management to support informed decision-making.

  • Prepare and coordinate the submission of financial reports to the Finance Department and Head Office in line with reporting deadlines and contractual requirements.

  • Manage financial components of partnerships, grants, and sub-awards, ensuring compliance and accountability.

  • Prepare necessary documentation and analysis for budget opening, review, and closing meetings.

Policy Compliance and Financial Integrity

  • Ensure adherence to ORO-Meat’s accounting and fund management policies, as outlined in Kerchanshe’s Finance Manual and Generally Accepted Accounting Principles (GAAP).

  • Implement and maintain accounting best practices to safeguard the organization’s financial health.

  • Support audit processes by maintaining strong relationships with external auditors, legal advisors, and regulatory authorities.

  • Ensure the timely submission of high-quality financial reports, in collaboration with program and finance teams.

Strategic and Performance Management

  • Lead the development and tracking of key performance indicators (KPIs) for the Finance Department to ensure achievement of financial goals.

  • Contribute to strategic financial initiatives and performance improvement plans.

  • Participate in staff meetings, development activities, and cross-functional projects as an active member of the ORO-Meat team.

 Other Duties

  • Perform other related tasks as assigned by the Finance Director or management.

Job Requirements

Qualification and Skills

Education :-

  • Bachelor’s degree and Above (minimum 5 years of study) in Accounting, Finance, Business Administration, Economics, or a related field.

  • Professional certifications (e.g., ACCA, CPA) are an added advantage

Experience:- 

  • Minimum of 3 years of progressive experience in budgeting, financial planning, and accounting.

  • Prior experience in a private sector or business environment is strongly preferred.

  • Demonstrated experience managing or supervising finance teams.

  • Experience in preparing and managing budgets for grants or donor-funded programs is desirable.

Skills and Competencies

  • Strong knowledge of budgeting, accounting principles, and financial management systems.

  • Excellent analytical, problem-solving, and strategic planning skills.

  • High integrity, confidentiality, and professional ethics in handling financial information.

  • Strong organizational and time management skills with attention to detail.

  • Excellent interpersonal and communication skills, able to work in a multicultural environment.

  • Proficiency in Microsoft Excel, Word, and financial software applications.

  • Ability to work independently and under pressure in a fast-paced team setting.

  • Strong facilitation, training, and coaching abilities.
