The Client is currently the Grant Agent (GA) for the Global Partnership for Education (GPE) System Transformation Grant (STG) and Girls Education Accelerator (GEA), which are under accelerated implementation for four years period of the System Transformation of Education Programme (STEP) for Girls and Learning beginning from July 2024 to June 2028. As the GA, Client bears the responsibility for overseeing overall programme planning and implementation and results- reporting in collaboration with the Ministry of Education (MoE), Regional Education Bureaus (REBs), STEP Target Woredas, other Implementing Partners, GPE Coordinating Agencies (International and FCDO) and the Local Education Group members. The STEP programme is focusing on realizing a strengthened, more inclusive and equitable schools and education system for accelerating girls’ education and improving learning outcomes for all children in Ethiopia and aims at achieving interrelated intermediate results.

Justification

As the designated Grant Agent, Client Ethiopia is currently implementing STEP for Girls and Learning at national level with a focus on delivery of concrete and measurable results on children’s education at grassroot level with implementation of targeted interventions in about 150 woredas/ districts across the 14 national Regional States and City Administrations in the country.

For effective planning, implementation, monitoring and reporting of the STEP for Girls and Learning, it becomes necessary to recruit and deploy qualified education officers to the Client Field Offices. Under the direct supervision of the Education Specialist and overall guidance of the Chief of Field Office in the respective assigned Client Field Offices, the incumbent provides overall support towards timely planning, implementation, monitoring and results- based reporting of the GPE funded System Transformation of Education Programme (STEP) for Girls and Learning by closely working with the Client Field Office Education Team, Regional Education Bureaus, GPE Programme Management Office Team, STEP Target Woredas and schools in the assignment region and other implementing partners.

The engagement of third-party staff is essential to ensure the successful implementation of the project, as current Client personnel are operating at full capacity with existing responsibilities. This additional position is designed to provide targeted support that supplements and strengthens ongoing efforts, rather than replacing any core staff functions. By bringing in specialized expertise and dedicated resources, the third-party staff will help address critical workload gaps, enabling Client to achieve project objectives efficiently and maintain high standards of program delivery. 

OBJECTIVES, PURPOSE & EXPECTED RESULTS

Under the direct supervision of the Education Specialist and overall guidance of the Chief of Field Office in the respective assigned Client Field Offices, and technical oversight from the STEP Programme Management Unit , the incumbent provides overall support towards timely planning, implementation, monitoring and results-based reporting of the GPE funded System Transformation of Education Programme (STEP) for Girls and Learning by closely working with the Client Field Office Education Team, Regional Education Bureaus, GPE Programme Management Office Team, STEP Target Woredas and schools in the assignment region and other implementing partners.

Result 1: Teachers and school leaders with a focus on pre-primary and primary schools and most disadvantaged areas, empowered to support inclusive and effective student learning.

Result 2: Increased and more equitable access to quality middle school and secondary education

to accelerate girls’ education and conflict recovery in the most disadvantaged areas.

Result 3: Strengthened system transformation and capacities towards addressing barriers to access, equity and improvement of teaching and learning.

Description of the assignment and deliverables/ reporting requirements  

Support the timely planning, implementation, monitoring and reporting of the STEP for Girls and Learning in the targeted Woredas in the assigned region.

  • Provide technical assistance and support to the regional education bureau, zone education departments, STEP target woreda education offices, school cluster resource centers and satellite schools in planning, implementing, reporting on the key strategic actions designed to promote equitable and inclusive access to quality education.

    Collaborate closely with Client Field Offices, STEP Programme Management Office and Implementing Partners including REB, STEP Target Woredas and CSOs to plan and execute key interventions agreed in the STEP for Girls and Learning programme financed by GPE’s System Transformation Grant (STG) and Girls Education Accelerator (GEA).

    Contribute to the full integration of STEP for Girls and Learning interventions into the REBs Rolling Work Plans with clear breakdown of targets, budget, micro plans and M&E framework as well as financial oversight of STG and GEA grants, including HACT risk assurance activities and DCT management.

    Draft clear timelines for monitoring and data compilation at the regional and district level, ensuring accurate results-based progress reporting at the different levels of STEP for Girls and Learning programme implementation.

    Draft and supply the STEP for Girls and Learning programme with data needs for periodic donor reports.

    Draft and refine based on inputs to field monitoring tools, methods and templates, databases, dashboards, templates etc. to facilitate more real-time tracking of implementation progress, expenditures, supplies etc. against the STEP for Girls and Learning Programme.

STEP for Girls and Learning Programme Management, Budgeting, Monitoring and Reporting.

  • Liaising and communicating with PMO, Client Country and Client Field Office staff in relation to budget breakdown by Implementing partners, cash forecasting, financial management and tracking of expenditure (such as soft and hard commitments, for example) for improved grant management, monitoring and reporting.

  • Plan, organize and participate in joint field monitoring and supportive supervision, monitoring and evaluation exercises, programme reviews and annual sectoral reviews with national and sub-national level implementing partners and CSO partners and prepare reports for the Supervisor, CFOs, PMO team and Regional Focal Points.

  • Provide inputs to set up a system to further strengthen STEP for Girls and Learning data collection and analysis, monitoring and reporting.

  • Analyses of data from multiple sources to identify child deprivations related to education indicators outlined in the STEP for Girls and Learning Programme document.

  • Draft and supply good quality review of periodic reports, programme monitoring and reviews for the STEP for Girls and Learning reports due for GPE on a timely manner.

  • Prepare and update the repository for information for field visits, repository for photo collections and human-interest stories to showcase effectiveness of education programme support and implementation.

Enhance overall Capacity of the REB, ZED, STEP Target Woredas and Schools in effective implementation of the STEP for Girls and Learning

  • Spend a minimum of 40% of working time to increase the capacity of REB, target Woreda Education Offices and Schools to improve delivery of quality education in STEP target woredas and schools.

  • Advise Regional Education Bureau and STEP Target woreda on financing/budgeting, disbursement of funds and distribution of supplies for education, ensuring they are properly administered and utilized in accordance with the Government’s financial procedures, rules and regulations.

  • Support REB and STEP Target Woredas and other Implementing partners in the preparation of quarterly budget (DCT) requests, inclusive of micro-plans and cash distribution list, verify their implementation capacity, recommend disbursement and monitor their prompt utilization and timely liquidation.

  • Follow up on procurement of supplies and activities of the regional education bureau and STEP target Woredas by consolidating list of supplies for procurement, inclusive of detailed costs and distribution plans; monitor their timely procurement and distribution to end users.

  • Support the capacity of WEOs to strengthen the function of data collection, analysis, data storage, documentation and quality reporting.

Innovation, knowledge management and capacity building.

  • Collaborate with and support the STEP Programme Management Office (PMO), Client CO and Field Office staff education specialists to initiative and implement innovative systems and solutions developed internally for better monitoring of programs, expenditure tracking etc. within all government partners at regional, woreda level and with CSOs implementing partners as needed.

  • Collaborate with regional Teacher’s Education Colleges to strengthen the school- college link for improved quality of education.

  • Strengthen the capacity of PTSAs to create demand for quality education for school; aged children with a focus on Children with Disabilities (CwDs) and girls in the local communities through confidence building measures, advocacy and social mobilization.

  • Support preparation and development of Human-Interest Stories (HIS) for wider dissemination at different levels.

  • Write and share monthly reports for all activities conducted during the month.

  • Coordinate field mission and supportive supervision visits by Client Head Officeand STEP PMO team and facilitate donors and media visits.

  • Perform any other tasks requested by the direct supervisor and the STEP PMO team in Addis Ababa.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • The third-Party personnel will be provided by Third-party company if the travel is approved by Client on the monthly travel plan.

  • The third-Party personnel will work from government office in Mizan, Southwest Ethiopia

  • Client will provide the third-Party personnel with computer, office supplies, etc.

  • The third-Party personnel is authorized to have access to Client transport.

  • Third-Party personnel payment is dependent on the completion of deliverables and certification by Client.

  • Third-Party in practice are external and therefore do not have a direct right to access Client

  • State if flight costs would be covered and at what standard e.g. business or economy from where to.

Policy both parties should be aware of:

  • No contract may commence unless the contract is signed by both Client and the third-party staff and third –party company.

  • No Third-Party may travel without a travel authorization prior to the commencement of the journey to the duty station.

  • Unless authorized, Third-Party company will buy the tickets of the Third-Party personnel. In exceptional cases, the Third-Party personnel may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.

Minimum Qualifications

  • University degree or above in Education, Educational Planning and Management, Curriculum and Instruction, Teacher Education, Psychology, Sociology or related technical field

Experience:

  • At least two years of professional work experience at the national and regional levels in curriculum and instructional materials development, pedagogy and teacher education, quality of education, social development, management, monitoring and evaluation, Familiarity with delivering results in challenging and close contexts such as quality education provision, Experience of working in government, International Agencies and/ or other INGOs /NGOs programs and activities will be an added advantage.

Language Requirements:

  • Fluency in spoken and written English and Amharic are required, and knowledge of Southwest Ethiopia local language(s) is an added asset.
