Job Description

For more than 30 years, Médecins du Monde (MDM) France, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced people, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

Médecins du Monde is operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

MdM France has concentrated its efforts on projects related to access to primary health care (projects centered on rural health facilities and isolated populations), reduction of maternal mortality through improved quality of obstetric care, promotion of sexual and reproductive health rights including protection against gender-based violence, provision of Mental Health and Psychosocial Support (MHPSS) and reduction of malnutrition.

Essential Responsibilities

The MEAL Officer is responsible for designing and implementing a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for MdM projects, ensuring the effective tracking of project performance and impact. This includes developing methodologies for data collection, defining key indicators, and establishing systematic monitoring mechanisms. This role involves working closely with MdM teams and implementing partners to ensure timely and accurate data collection, maintaining and updating project indicators, and conducting regular internal monitoring and evaluation to assess project outcomes. The MEAL Officer will analyze data, prepare detailed progress reports, identify challenges, and provide recommendations for corrective action to enhance project implementation. Additionally, the role ensures accountability mechanisms are in place, including stakeholder feedback and response systems, and facilitates learning by documenting best practices and lessons learned. Collaboration is key, as the MEAL Officer will provide technical support and capacity-building training to project teams and partners, fostering a data-driven approach to decision-making and continuous improvement in MdM’s programs

Activity Description

Monitoring, Evaluation, Accountability and Learning (MEAL) system Development

  • Ensure systematic quantitative and qualitative data collection utilizing MdM’s monitoring and evaluation tools, including Monitool.

  • Track monthly progress data and ensure accurate data entry using Monitool and the Indicator Performance Tracking Table (IPTT).

  • Maintain secure and confidential archiving of collected data.

  • Support MdM and local partner teams in establishing and maintaining efficient data collection and monitoring systems.

  • Verify the accuracy and consistency of reported data, including consultations, morbidity rates, and other key indicators.

  • Continuously monitor project indicators, analyze data trends using advanced analytical tools, and recommend necessary program adjustments for improved outcomes.

  • Provide technical guidance in the development and implementation of M&E plans, including data collection methodologies, indicator tracking, and evaluation frameworks.

  • Organize regular program review meetings to assess progress, identify gaps, and propose data-driven solutions for program enhancement.

Accountability and Learning

  • Oversee the implementation and management of the Feedback and Complaints Response Mechanism (CFRM) in alignment with MdM’s accountability frameworks.

  • Ensure beneficiary feedback is systematically captured, analyzed, and used to enhance program effectiveness.

  • Support project teams in collecting and documenting good practices, lessons learned, and feedback based on established M&E plans.

  • In collaboration with the Field Coordinator, analyze data and propose program reorientation as needed.

  • Ensure the availability of donor and MdM visibility in all materials and equipment, as well as billboards in all supported health facilities.

  • Ensure the placement of CFRM key channels and messages with billboards and suggestion boxes in all supported health facilities.

  • Enhance the establishment and implementation of CFRM community committees.

  • Ensure learning through capturing learning, best practices, and challenges, and organizing quarterly/bi-annual review meetings with local government authorities

Reporting and Documentation

  • Support the development of high-quality and timely reports in collaboration with the Field Coordinator, Project Manager, and program team.

  • Ensure the timely submission of reports to the country coordination team, adhering to required deadlines.

  • Compile and draft program progress reports (monthly, quarterly, and annually) against key indicators and proposal targets.

  • Synthesize and analyze MEAL data to produce summary reports, graphs, tables, and thematic findings for internal and external stakeholders.

  • Ensure the availability and verification of data sources across all supported health facilities, maintaining proper documentation in both hard and soft copies as Means of Verification (MoV).

  • Act as the focal point for reporting-related queries, ensuring alignment with reporting templates, donor requirements, and organizational guidelines.

  • Ensure timely data entry into Monitool, IPTT data submission, and SITREP report submission in collaboration with the Project Manager and Field Coordinator.

  • Support gender and other relevant assessments, ensuring key findings are well-documented and shared with relevant stakeholders.

Data Management and Coordination

  • Under the direct supervision of the Field Coordinator and with technical support from the MEAL & Grant Coordinator at the coordination office, lead the compilation and quality control of monthly reporting tools, including Indicator Performance Tracking Table (IPTT), Monitool, SITREP, and regional cluster coordination reports.

  • Monitor progress against key indicators, ensuring reports accurately reflect program achievements, challenges, and necessary adjustments.

  • Systematically manage the M&E data and information system, overseeing data collection, entry, analysis, and reporting to ensure accuracy, completeness, and reliability.

  • Provide technical guidance and support to field teams on data management, verification, and analysis.

  • Ensure proper organization and documentation of all project data, including best practices, lessons learned, success stories, and case studies, for effective learning and knowledge sharing.

  • Organize and facilitate regular project implementation reviews, performance assessment meetings, and learning sessions to enhance program effectiveness.

  • Ensure strong coordination and communication within the MEAL team and across other departments to promote data-driven decision-making and continuous improvement.

Job Requirements

Qualifications and experience:

  • Degree in data science, statistics, social science, or any other related field.

  • Experience or background in epidemiology, public health, health information management or a related discipline

  • A BSc/MSc in Data Science, Statistics, Social Sciences, Epidemiology, Public Health, Health Information Management, or a related discipline, with at least 3 years of experience in monitoring and evaluation of humanitarian projects.

Skills and qualities 

  • Proven experience in quantitative and qualitative data collection, including survey design, implementation, and analysis.

  • Demonstrated expertise in training and building the MEAL capacity of field staff.

  • Proficiency in Microsoft Office and electronic data collection tools such as Kobo Toolbox, or similar platforms.

  • Experience in data visualization tools, including Power BI and advanced Excel.

  • Experience with GIS and geospatial data analysis, including QGIS mapping.

  • Strong analytical and problem-solving skills, with the ability to process complex data sets and generate actionable insights.

  • Ability to systematically collect, clean, and critically analyse data and information to support evidence-based decision-making.

  • Strong understanding of humanitarian programming and adherence to humanitarian principles.

  • Experience working with NGOs is preferred.

  • Willingness to travel regularly to field locations as required by the role
