The outbreak response clinician will contribute to the calling of Medical Teams by providing quality medical care, patient monitoring, infection-prevention practices, and psychosocial assistance during outbreaks in Southern Ethiopia, Jinka woreda. S/he works within a multidisciplinary team to ensure safe, ethical, and effective care while protecting themselves, colleagues, and the public. As it is necessary to represent the MTI technically at the woreda and regional level, coordinates with technical stakeholders and donors, identifies areas of improvement in quality and work together with country health specialists.   

Duties and Responsibilities

  • Provide technical support to health care service providing health facilities in the intervention refocussing MVD case management. 

  • Monitor vital signs, hydration status, and symptoms related to MVD. Provide supportive care in accordance with national protocols (e.g., fluid replacement, pain/symptom management). 

  •  Follow infection, prevention, and control protocols through maintaining good hand hygiene and appropriately using personal protective equipment.  

  • Assist clinicians with safe patient examinations and basic procedures. 

  • Support safe patient flow, isolation procedures, and decontamination steps according to established protocols. 

  • Support the MVD case management centre through providing case management and proper management of MVD cases based on the standard protocol. 

  • Support contact-tracing teams with non-sensitive tasks when requested (e.g., community education). 

  • Participate in woreda level EOC and incident reporting systems meeting and update the overall partnership coordination and feedback to program manager. 

  • Facilitate appropriate referrals to the relevant referral sites in a timely fashion without delays, when required. 

  • Facilitate feasible activity, identify required supplies, and plan for MVD outbreak response activities.  

  • Closely work with Hygiene promotion officer on Prevention activities in collaboration with Woreda health office and other WASH partners. 

  • Participated in different phases of project planning, implementation, monitoring and evaluation on Case management, and MVD outbreak prevention and response related activities. 

  • Plan and conduct capacity building training for HEWs, Community health workers, woreda level RRT, in outbreak affected woredas, with in the intervention area. 

  • Ensure medical supplies are available and facilitate support in communication with woreda health office, regional health bureau and program manager. 

  • Document patient conditions, observations, and care provided. 

  • Provide patient education and instruct on prevention methods for illness, proper nutrition, and hygiene. 

  • Liaison with the local government and implementing partners in preparation of action plan for implementation of effective outbreak response plan. 

  • Support end of life care and compassionate communication with family members when permitted. 

  • Produce and submit weekly outbreak update to Woreda health office, Health cluster /program manager in a timely manner.  

  • Produce and submit weekly outbreak update, monthly, quarterly, and annual reports to technical and immediate mangers as well as Woreda health office, Health cluster, EPHI and MOH in a timely manner. 

  • Ensures compliance to program standards at all levels and reports any issues of concern to the line manager. 

  • Aiming to achieve the highest quality programming.  

  • Ensure all admitted patients are treated based on the national guidelines.  

  • Ensure rational use of drugs such that only those essential for treatment are prescribed. Do not over prescribe. 

  • Provide compassionate and respectful care to all patients who are present to the clinic. 

  • Support other staff and colleagues to maintain good infection control practices to prevent the spread of illnesses within the clinic and among the staff. 

 Other Duties: 

  • Support other areas of the clinic as requested or needed to ensure efficiency and quality of care to all. 

  • Additional duties as assigned.

Job Requirements

 EDUCATION, LICENSES, & CERTIFICATIONS  

Required: -

Trained medical officer, nurse, environmental health and other related health professionals from accredited university. Preferred:-

  • At least 3 years of practical work experience after qualification in a related field.  

  • Familiarity with program area is highly desired. 

EXPERIENCE                                                                                                                                               

  • Minimum of 2 years’ work experience, preferably in a primary healthcare setting.

  • Experience or certificate of working in outbreak response situation. 

  • Experience working with INGOs is an added advantage.

 KNOWLEDGE, SKILLS & ABILITIES                                                                                                       

Knowledge:  

  • Knowledge of humanitarian principles and operations and project cycle management. 

  • Knowledge of Country MoH, WHO, and UN health systems and policies. 

  • Strong knowledge of evidenced based practices in health in humanitarian settings. 

  • Basic knowledge of principles and current approaches to monitoring and evaluation in relief and development programs.  

  • Excellent communicator. 

Skills: 

  • Skilled in communications using email, applications including teams, and WhatsApp. 

  • Skilled in project cycle management. 

  • Skilled in capacity building and mobilizing staff to achieve a common goal. 

  • Skilled at using Microsoft Word, Excel, Power point and Outlook. 

Abilities: 

  • Strategic thinker with analytical skills. 

  • Keen interest to mentor others. 

  • Ability to travel to health facilities frequently and at times upon short notice. 

  • Ability to exercise considerable initiative to plan, organize and follow through to meet deadlines.
