GOAL is a non-for-profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

Overall Description
The protection officer will report to the senior protection officer (PO) and with additional support from the Protection and Safeguarding HOD or Advisor in the overall management, planning, assessing, implementing, and reporting of the program. The PO will facilitate and organize all program activities in including community awareness activities, trainings, and the management of GBV and CP cases. He/she will supervise child and women friendly facilitators or case workers in their day-to-day awareness raising and response activities and ensure all the necessary trainings are provided to capacitate all staff to undertake their assigned tasks. The He/she will be fully responsible for the all over all implementation of Gender and child protection project activities and maintain working relationship with the coordinating and implementing partners in the woredas he/ she is assigned for to carried out the project activities.
Prevention and response of GBV
Train and mobilize case workers/WFS facilitators and community members on GBV and Sexual Exploitation and Assault (SEA).
Train staff, other implementing partners as well as community members on SGBV/SEA.
Train Stakeholders, BoSA and other implementing partners and GE GBV staff on GBV incident classification system and standard intake form
Organize and facilitate a SGBV medical response training of medical staff on STI treatment and post-rape management.
Monitor the availability of essential medical and other supplies to support GBV case referrals to government clinics.
Assist the Protection and Safeguarding HOD and Advisor and senior protection officer in the preparation of GBV or cp training materials appropriate to the needs of the community and trainees.
Coordinate activities with all stakeholders and the community to build cooperative working relationships at the Woreda level.
Organize awareness raising campaigns on International Women’s Day, HIV/AIDS Day, 16 Days of Activism etc
Ensure a holistic case management service is availed to women who have experienced trauma or are at-risk of SGBV.
Ensure close follow up of SGBV cases and proper recording of developments and referrals in take files.
Work on the monthly progress reports and weekly update and share to the S/P/P manager
Participate in the design and implementation of program and project evaluation.
Attend capacity building trainings as requested by the line manager.
Integrate CP and GBV issues at all time and work with the CP team together.
Perform other duties as assigned by the senior protection officer
Attend protection cluster (GBV and CP) meetings and represent GE in protection meetings, visits, assessments etc
Child Protection (CP)
Motive and sustain the Team worth among child protection workers, case workers, and CFS volunteers for greater impact in the community.
Develop internal system for identification of children needs during activities and ensure linkage between children services and other partners and stakeholders activities including CFS.
Set up child help desk and clearly link it to the referral pathway while providing the necessary advice and support to children, community, and other stakeholders on child participation, psychosocial support, as well as CFS implementation and all its integrated programs.
Set up clear mechanism to manage, visitors including donors, support offices and national office staff as well as for children data protection in all its forms.
Coordinate Child protection activities including CFSs and all its integrated programs implementation, community-based child protection mechanisms etc
Coordinate with all agencies on child protection while working with GE in Charge to ensure compliance to inter agency and GE International standards for implementing child protection and GBV activities.
Organize meetings with key stakeholders at local level, Implement and monitor project activities towards realization of project outputs in a timely and effective manner.
Conduct rapid assessment, base line and end line survey and mapping of relevant local actors on child protection issues.
Regular supervision to ensure all CP activities meet quality standards.
Conduct staff and volunteers training and regular coaching on required topics, including Child Protection, CFS management, communication with children, BIA, Case management, PFA, creative activities, positive discipline, life shills and use of local traditional materials.
Conduct orientation on CP and PSEA codes of conduct, display them in all sites and ensure
every new staff sign and volunteer, visitors, and casuals involved in children activities adhere to them.
Map potential local or community level CP partner, Identify their strengths and capacity gaps and develop a capacity building plan for them
Support Child Protection Committees to be functioning through training, coaching on CP related topics such as referrals, response and prevention of VAC, and case management including child marriage and trafficking.
Conduct regular meetings (weekly based with staff and monthly based meeting with parents, volunteers and community leaders and use it as coaching opportunities on CP issues.
Mainstreaming Issues
The Protection Officer works as the focal person for the implementation and mainstreaming of GOAL Ethiopia Child Protection Policy.
The employee must read, understand and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender and HIV/AIDS.
Safeguarding/Compliance issues
Familiarize oneself to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
Ensure compliance with GOAL Safeguarding Policies that include Child Protection policy, Prevention from Sexual Exploitation and Abuse policy (PSEA), and Code of Conduct and uphold the highest standards according to your area of responsibility.
Foster a working environment that is non-threatening, safe, and actively addressing safeguarding in its processes. Take proactive steps to ensure that potential safeguarding risks are identified and work to eliminate and mitigate those risks
BA/MA in Psychology/Sociology or other related social science field with two years related experience for MA holders and four years for BA holders, preferably in NGO environment,
