The Consortium of Christian Relief and Development Associations (CCRDA), which was founded in May 1973, is a national umbrella organization of more than 496 national and international organizations operating in Ethiopia. CCRDA member organizations are engaged in various development activities, including agriculture and food security, rural development, health, water and sanitation, urban development, environmental protection, gender mainstreaming, humanitarian responses, etc. 

CCRDA envisions seeing a prosperous Ethiopia with vibrant civil society organizations operating in an environment of assured social justice. CCRDA’s mission is facilitating an enabling environment for its members and enhances their effectiveness, meaningful, and coordinated contribution to national development endeavors.   To fulfill its mission, every five years CCRDA has been undertaking strategic revision and defined its strategic objectives by assessing both the internal and external environment. 

The Consortium of Christian Relief & Development Association (CCRDA) is looking for a highly motivated professional to fill the following post.   

Report to: Executive Director

CCRDA seeks a highly motivated and organized individual to join our organization as Monitoring, Evaluation and Learning (MEAL) Officer.  The incumbent is responsible for putting/strengthening the MEAL system in the organization. Provides M & E related technical support to staff. prepares timely reports and analyzes them for informed decision on the efficiency and effectiveness of the organization in terms of accomplishing the plan. She/he will oversee the monitoring, evaluation, analytics, and report the performance of the organization. She/he will lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting. 

Duties and Responsibilities

Job Responsibility #1: Planning, Monitoring, Evaluation and Reporting 

  • Introduces participatory planning, monitoring, and evaluation systems in the organization.

  • Develops appropriate monitoring and evaluation tools. 

  • Familiarizes the system and tools applicable on the day-to-day activities of the organization.

  • Provides Plan, M & E related technical support to staff. 

  • Participate and provide inputs for the development of Comprehensive Monitoring Evaluation plan.

  • Lead the overall monitoring, progress tracking and quality assurance tasks of the CCRDA at all work units (program, finance, HR, admin, property, etc)         

  • Preparing organizational reports and submitting to concerned government offices.

  • Organize regular performance (bi-annual and annual) review meetings.

  • Collects and provides information and technical support in the preparation of monthly, quarterly, bi-annual and annual reports. 

  • Assist the formulation and revision of different projects.

  • Provides timely feedback on the progress of planned activities for informed decision.

  • Presents monitoring and evaluation results in a way fostering learning and accountability.

  • Gives training in his/her area of specialization to the staff and employees of member organizations. 

Job Responsibility #2: Program Progress Tracking 

  • Identifies indictors which are reliable for data quality assessments.

  • Analyzes plan versus achievements of the project and identify justifications for under achievements or over achievements. 

  • Ensures cross cutting issues such as climate, gender, disability and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.

Job responsibility #3: Data Management 

  • Supports CCRDA team in the development and design of M& E tools.

  • Manage routine data, including data cleaning and entry to ensure completeness and quality.

  • Ensure all M&E system that will be used for direct monitoring are functional with correct programming and are available for use. 

  • Reports any errors identified during data review to appropriate team members and assists in resolving issues.

  • Ensures all the data of the organization is collected, cleaned, stored, reported, and documented properly.

Job Responsibility #4: Knowledge Management 

  • Conducts learning assessments and produces learning briefs and other knowledge management products.

  • Assists and produces success stories, rolling profiles, and most significant change stories.

  • Organizes and participates in learning events and experience sharing.

Job Requirements

  Education 

  • MA, MSc or BA, BSc in statistics, demographics, economics, public health or related field. Advanced certificate in M&E, statistics, or economics preferred. 

Experience

  • At least six plus years of relevant work experience in Monitoring and Evaluation.

  • NGO experience is advantageous.   

Additional Requirements for the post  

  • Strong knowledge and skills in basic Microsoft packages (Word, Excel, PPT, Outlook etc.) 

  • Experience in designing tools and strategies for data collection, analysis and production of reports (ODK, Kobo Toolbox and Power BI); 

  • Expertise in analyzing data using statistical software (Excel, SPSS, STATA and R software)

  • Planning, time management, teamwork, and proven presentation skills

  • Ability to multitask.

  • Excellent written and oral communication skills

  • Ability to respond positively to critical feedback and different points of view.
