Job Description

The Senior Procurement Manager leads and manages the full procurement lifecycle for local and international sourcing of construction materials, equipment, long-lead items, and specialized systems. This includes supplier identification, contract negotiation, international sourcing, shipment monitoring, customs clearance, HS code classification, and timely delivery to the company warehouse in Addis Ababa. The role ensures cost-effective purchasing, strong regulatory compliance, and proactive coordination with freight forwarders, banks, engineering teams, and customs authorities. The position plays a strategic role in supporting construction project timelines and ensuring seamless supply chain performance.

Key Responsibilities

A. Procurement Strategy & Global Sourcing

  • Develop and execute local and international procurement strategies aligned with project timelines and budgets.

  • Identify, evaluate, and pre-qualify suppliers for structural items, MEP systems, finishes, equipment, and long-lead materials.

  • Conduct market analysis and negotiate pricing, contractual terms, and delivery schedules.

  • Establish framework agreements and annual procurement plans.

B. International Procurement & Long-Lead Item Management

  • Lead end-to-end procurement of imported construction materials and specialized systems.

  • Align procurement and long-lead schedules with the master project schedule.

  • Track production status, factory readiness, dispatch schedules, and packaging compliance.

  • Coordinate with engineering teams to ensure technical compliance before ordering.

C. Import Permit Issuance & Compliance

  • Prepare and submit import permit applications.

  • Ensure accurate HS code identification and adherence to Ethiopian import regulations.

  • Verify supplier documentation and regulatory compliance before shipment.

D. Documentation Management for Customs Clearance

  • Ensure accuracy and completeness of key customs documents: invoices, packing lists, BOL/AWB, COO, inspection certificates, insurance, and HS code sheets.

  • Validate quantities, weights, and descriptions to prevent customs challenges.

  • Share complete documentation with freight forwarders well ahead of cargo arrival.

E. Freight Forwarding, Shipment Tracking & Customs Clearance

  • Coordinate with freight forwarders for shipment booking, routing, and pre-shipment inspections.

  • Track cargo movement from supplier warehouse to arrival in Ethiopia.

  • Follow up on customs inspections, tax calculations, exemptions, and minimize demurrage.

  • Resolve cargo discrepancies or damages.

F. Local Procurement & Supplier Management

  • Manage local sourcing of construction materials, consumables, tools, and subcontracted services.

  • Negotiate competitive pricing and maintain supplier performance records.

G. Cost Control & Financial Coordination

  • Prepare cost comparison sheets and support accurate import tax estimation.

  • Track material cost trends, exchange rate impacts, and maintain landed cost calculations.

H. Warehouse & Delivery Coordination

  • Ensure smooth delivery of imported goods to company warehouse.

  • Coordinate with warehouse teams for offloading, inspection, tagging, and stock entry.

I. Procurement Reporting & Systems

  • Maintain a centralized procurement log.

  • Provide weekly and monthly reports on order status, shipments, customs clearance, risks, and delays.

  • Use ERP systems for purchase orders, supplier records, and cost allocation.

Job Requirements

  • Bachelor’s in supply chain management, Logistics, Engineering, Business Administration, or related field.

  • Professional certifications preferred (CIPS, APICS, etc.).

  • 7–12+ years procurement experience, including at least 5 years in international procurement/import logistics.

  • Strong experience in construction, engineering, or contracting industries.

  • Proven record managing long-lead imported items for large projects.

Technical Skills

  • Strong understanding of Ethiopian import regulations, HS codes, customs processes, and clearance procedures.

  • Hands-on experience with RFQs/RFPs, negotiation, supplier evaluation, and freight coordination.

  • Proficiency with ERP procurement systems.

  • Strong knowledge of Incoterms, shipping methods, and logistics operations.

  • Ability to read technical drawings and interpret engineering specs.
