Project Name: Technical Assistance to Establishment of Seqota Declaration Model Woredas in Ethiopia

Reports to: The Project manager

Contract term: Contract 7 months

The International Institute for Primary Health Care – Ethiopia (IPHC-E) is a globally recognized center of excellence and strategic thought partner in the advancement of Primary Health Care (PHC), with a special focus on low- and middle-income countries (LMICs). Established by the Ministry of Health of Ethiopia in 2016, IPHC-E builds on the country’s rich legacy of community-based health delivery and innovation to support governments and institutions across Africa and beyond in achieving Universal Health Coverage (UHC) and delivering on the Sustainable Development Goals (SDGs).

Operating at the intersection of policy, systems design, innovation, and program implementation, IPHC-E works with global, regional, and national stakeholders to transform PHC systems through five interlinked strategic pillars:

1. Technical Thought Partnership and Strategic Advisory: IPHC-E provides agile and responsive technical assistance and systems support to governments and global health institutions. The Institute advises on PHC reforms, policy development, strategic planning, and multisectoral coordination.

2. Innovation and Program Incubation: The Institute identifies, codesigns, pilots, and scales transformative approaches—including community labs, digital PHC innovations, multisectoral nutrition strategies, and integrated health systems—to address complex PHC and public health challenges.

3. Capacity Building and Learning Systems: Through dynamic learning platforms, training programs, and cross-country knowledge exchange, IPHC-E strengthens institutional and workforce capacity. Its learning hubs and south-south learning partnerships support leaders, program implementers, and technical experts across LMICs.

4. Evidence Generation, Policy Research, and Implementation Science: IPHC-E generates actionable evidence, conducts implementation research, and supports real-time learning for adaptive management. These insights are leveraged to inform policy development and scale promising practices.

5. Systems Design and Institutional Strengthening: Working alongside ministries and local institutions, IPHC-E facilitates the design and strengthening of resilient PHC systems. This includes reform design, health financing strategy, multisectoral governance, and performance management.

With an emphasis on adaptive leadership, design thinking, and equity-focused innovation, IPHC-E supports countries not only in delivering services, but also in transforming systems, empowering communities, and creating lasting institutional capabilities. The Institute is headquartered in Addis Ababa and is increasingly becoming a reference center for PHC excellence and technical exchange in Africa and beyond

2. The Project: Monitoring and Evaluation Assistance for the Seqota Declaration Model Woredas

The Seqota Declaration is Ethiopia’s high-level, multi-sectoral commitment to end child undernutrition by 2030. Led by the Ministry of Health and Ministry of Agriculture, the Declaration mobilizes over 13 sectors in delivering coordinated nutrition-sensitive and nutrition-specific interventions. A core delivery platform under this initiative is the Model Woreda approach—a strategy to demonstrate localized, integrated solutions that can be replicated nationally.

Aligned with this, the Yelemat Tirufat initiative—launched in 2022—serves as an agricultural and food systems transformation strategy to ensure household food and nutrition sovereignty. Yelemat Tirufat promotes diversified food production, youth and women engagement, and sustainable nutrition-focused agriculture.

With support from Big Win Philanthropy, IPHC-E is implementing a Technical Assistance project on the Establishment of Model Woredas for Seqota Declaration. This initiative targets Oromia, Sidama, and Central Ethiopia regions with the objective of:

  • Facilitating high-impact, community-led interventions integrated with GMP, Community Labs, and Yelemat Tirufat;

  • Strengthening local implementation capacity;

  • Enhancing multi-sectoral collaboration and innovation to accelerate stunting reduction.

The Monitoring and Evaluation analyst will play a central role in developing a monitoring and evaluation framework and theory of change for the initiative.

Scope of work

Under the supervision of the Project Manager, the Monitoring and Evaluation analyst will be responsible for delivering a comprehensive monitoring and evaluation framework for the Model Woreda Initiative as well as a identifying indicators that can be utilized by the broader monitoring and evaluation systems used by the Ministry of Health, Ministry of Agriculture, and Seqota Declaration Initiative.

Duties and Responsibilities:

  • Design robust Monitoring, evaluation, and learning (MEL) framework, Theory of Change and MEL plan: define indicators and methodology tailored to SD model woreda initiative,

  • Develop and standardize MEL tools

  • Manage data collection, data quality assurance, data visualization, data analysis, and reporting for SD model woreda initiatives.

  • Lead the development of digital data collection systems to ensure timely and accurate reporting

  • Plan and execute field level assessments and learning journeys

  • Develop and manage M&E database and dashboard

  • Produce concise reports and interactive dashboards that inform decision making

  • Continuous performance tracking and real-time learning

  • Bi-monthly, monthly, quarter, and bi-annual performance review meetings and learning exchange workshops to monitor key activities against success markers

  • Plan and execute annual, bi-annual and quarterly review meetings and learning exchange workshops

  • emphasize participatory learning to engage stakeholders at different levels

  • Documentation and disseminations of best practices, innovations, success stories, and project success markers/ outcomes.

Job Requirements

Required qualifications and experiences:

  • Advanced degree in public health, Epidemiology & Biostatistics, Monitoring and Evaluation and related field

  • Minimum of 5 years of experience in program coordination, health systems strengthening, or community nutrition programming, preferably in a regional or local context.

  • Strong experience in engaging with regional or woreda-level government systems and multi-sectoral teams.

  • Excellent written and verbal communication skills in English, Amharic and the official working language of the assigned region

  • Proven ability to conduct field-level data collection, documentation, and analysis.

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).

  • Has strong quantitative and qualitative data analysis skills

  • Strong interpersonal skills and ability to work effectively with diverse stakeholders.

  • Self-driven, organized, and able to manage competing priorities under limited supervision.

  • Experience working in rural or decentralized settings is an added advantage.
