Consortium of Ethiopian Human Rights Organizations (CEHRO) is a local network of CSOs registered on March 16 th , 2018, by the Federal Democratic Republic of Ethiopia Authority for Civil Societies Organizations in accordance with the new Civil Societies Proclamation No. 1113/2019 with registration number 3932. CEHRO aims to ensure the existence of an enabling environment for human rights and democratic governance and to create a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia. Currently, CEHRO has 30 active member CSOs from different regions. Since its establishment in 2018, CEHRO has conducted several strategic activities that benefited its member organizations and can contribute toward the realization of the collective CEHRO’s vision. The Consortium would like to invite interested and qualified consultancy firms/ individual= contractors to undertake the review of its management systems and practices and develop the Consortium’s Policy/Strategy on conflict management, grievance, dispute, and complaint management, and staff development to ensure efficient and effective running of its program operations. The objectives, detailed scope, timelines, and other terms, etc. for the assignment are outlined in subsequent parts of this document.

Objectives and Scope of Assignment

The overall objective is to create an Organizational Conflict Management Strategy, Grievance and Dispute Management Strategy, and Staff development strategy that will streamline the organizations key strategic function and activities while remaining consistent with the organizations mandate, vision, and strategic direction. Based on the identified challenges and gaps, the selected consultant will analyze the organizational needs and required institutional capacities, as well as lead and assist in the preparation of the above-mentioned strategies and plans for effective organizational influence within the CSO sector.

Activities and Expected Deliverables

The following tasks are for the consultants/firm to complete, and the anticipated deliverables are listed in the table below:

  • A separate and independently prepared

  • Conflict Management Strategy,

  • Grievance and Dispute Management Strategy, and

  • Staff development strategy

  • While the consultant is expected to develop the above-mentioned documents separately, he/she will also:

  • Review ToR and other applicable documents to propose the assignment framework methodology and data collection tools to lead to strategy preparation Inception report.

  • Review CEHRO’s existing strategic plan, other relevant policies and procedures, and best practices and standards of similar CSOs as related to Conflict Management Strategy, Grievance and Dispute Management Strategy, and Staff development strategy Draft strategy document for review by CEHRO.

  • Develop the Organizational Conflict Management Strategy, Grievance and Dispute Management Strategy, and Staff development strategy document Draft strategy documents for review and enrichment by CEHRO

  • Incorporate CEHRO’s feedback on the strategy documents The final version of strategy documents

Timeframe

The duration of the consultancy period and/or the documents development process is an estimated 10 days (calendar days) for each manual/strategy document from the date of signing the agreement. Please note that applications will be reviewed on a rolling basis.

Job Requirement:

  • Education: Bachelor's Degree Development Studies, Human Rights, Law, Development Planning, Business Administration, Economics, Human Resource management or in related field of study with relevant work experience

  • Experience: The service provider should indicate at least two cases that they have engaged in the last 5 years that demonstrate their professional contribution and direct engagement in the development of similar policies, manuals, and organizational systems and the lessons they have drawn from these engagements.

  • The service provider is required to have good analytical, coherent, clear documentation/report writing skills, good communication and facilitation skills, and proficiency in English and Amharic.

  • The service provider needs to have an in-depth knowledge and understanding of accountable governance, right-based approaches, and peace-building proven experience preferably in dealing with accountable governance and developing Conflict Management Strategy, Grievance and Dispute Management Strategy, Staff development strategy, and in related topics.

  • The consultant should be able to attach proof of document (references) from at least three previous employers regarding similar experience.

General Conditions

  • The selected service provider will be required to give an undertaking to keep the information/documents obtained during the course of the assignment confidential. Without the prior written consent and approval of CEHRO, the invited service provider shall not assign or outsource the work to be undertaken by her/him under this TOR, nor shall she/he invite other consultants on his behalf or to compete on their own. CEHRO reserves the right to accept, reject, or negotiate any or all bid documents received in response to this request, as well as to negotiate with all qualified sources or to cancel, reject, alter, modify, or amend in part or in whole if doing so is in CEHRO’s best interest.

How to Apply:

  • Interested consultants/service providers who meet the above criteria should submit an updated capability statement (for businesses) or a curriculum vitae (for individuals); A profile of the consultant firm, copies of registration and renewed trade licenses, TIN, and VAT Registration certificate must be attached by registered firms. A maximum 5-page technical proposal with the required methodology and data collection tools lead to manuals/policy preparation and clear deliverables document Structure. A maximum 2-page separate financial proposal with the total fees for the assignment in Ethiopian Birr for the entire duration of the consultancy with sufficient details such as the total daily professional fee rate. The total cost shall include all expenses proposed by itemizing in detail and inclusive of all taxes Both financial and technical Proposals should be submitted to CEHRO via email: humanresources@cehro.org
