About Us:

The Consortium of Ethiopian Human Rights Organizations (CEHRO) is a Consortium of 32 Civil Society Organizations (CSOs) working on human rights, democracy, and Peacebuilding in Ethiopia. Over the past seven years, CEHRO has been actively engaged in the advancement of human rights protection and promotion in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence-based advocacy to expand civic space. CEHRO has also been extensively engaging in the capacity development of member organizations and other stakeholders to enhance the capacity of duty bearers and rights holders for effective human rights protection and democratic governance.

CEHRO is currently implementing a project aimed at regularly tracking and monitoring the ongoing Ethiopian national dialogue process. The monitoring exercise is anchored on enhancing CSOs’ engagement in the process through a Community of Practice (CoP) structure. CEHRO has accordingly established a number of CoP hubs across various regions of Ethiopia, including the Dire Dawa and Addis AbabaCity administrations.

As part of the monitoring process, CEHRO has developed a standard national dialogue monitoring matrix; a tool that outlines key variables and indicators for a successful and efficient national dialogue process. The variables and indicators serve as parameters for the CoPs in the national dialogue monitoring process. To ensure this monitoring document meets current needs by the CoPs, CEHRO is looking for a seasoned expert to upgrade the monitoring matrix into a standard training manual.

Objective(s):

CEHRO is looking for a seasoned expert to upgrade its National Dialogue Monitoring Matrix into a standard training manual. The objectives of this assignment include:

  • Review and update the monitoring matrix into a standard training manual for CSOs, incorporating recent development in policy and process monitoring.

  • Improve the matrix’s utility for CSOs by providing clearer guidelines and practical tools for monitoring and evaluating public policies.

  • Align the monitoring matrix with the current HRBA principles and ensure consistency across all sections to facilitate comprehensive understanding and application.

  • Address emerging issues in process monitoring through standard HRBA principles, relevant emerging trends, and challenges in the field of human rights.

Scope of Work:

Review and Analysis:

  • Conduct a comprehensive assessment of the National Dialogue Monitoring Matrix to identify gaps and outdated information and scale it up into a standard training manual.

  • Researching recent developments in the National Dialogue Process, human rights standards, and best practices in policy and process monitoring to ensure the content is current and relevant.

  • Assess the matrix’s alignment with current trends and emerging challenges.

  • Engage with CSOs, practitioners, and relevant stakeholders to gather feedback and insights on their needs, challenges, and expectations in the national dialogue monitoring.

Content Development:

  • Adapt and update existing monitoring matrix to ensure accuracy, clarity, and relevance for CSOs.

  • Incorporate Practical tools and methodologies for monitoring public policies and processes.

  • Develop new sections or chapters to address identified gaps or emerging issues on the national dialogue process.

  • Incorporate practical examples and case studies to illustrate how to monitor public processes such as the Ethiopian National Dialogue Process.

Structure and Format:

  • Review the overall structure and organization of the monitoring matrix into a training manual document.

  • Consider using visual aids, such as diagrams or info-graphics, to enhance understanding.

  • Incorporate interactive elements, such as discussion questions or exercises, to engage users and encourage practical application of the concepts presented in the manual.

Consultation and Engagement:

  • Engage with relevant stakeholders, including government officials, CSOs, development partners, and experts in human rights and advocacy.

  • Facilitate consultations to gather feedback and ensure the manual is responsive to diverse needs and perspectives.

Deliverables:

  • Assessment Report: A detailed report summarizing the findings from the review and analysis of the existing National Dialogue Monitoring Matrix, highlighting identified gaps and areas for improvement.

  • Upgrade/adapt the National Dialogue Monitoring Matrix to a standard training manual: A comprehensive and updated manual that meets the stated objectives and is suitable for dissemination and use.

Timeline:

  • The work should be delivered within three weeks after the signing of the contract agreement.

Job Requirements:

  • Education: Minimum master's degree or equivalent in law, human rights, peace and conflict, international development, Governance, or related field.

  • Technical Experience: At minimum 5 years of experience working as a researcher, senior expert, or above in the fields of human rights.

  • Experience in preparing HRBA training manuals or other similar assignments for CSOs.

  • Experience in coordination of human rights-related projects; and

  • Experience in policy analysis and policy recommendations.

  • Ability to work independently with strict professionalism satisfying deadline requirements;

  • Excellent interpersonal skills; culturally and socially sensitive; ability to work collaboratively with a range of partners with multi-cultural team spirit;

  • Ability to work and adapt professionally and effectively in a challenging environment.
