Job Description
The Procurement & Purchasing Officer—Construction ensures efficient, cost-effective, and timely sourcing of materials, equipment, subcontractor services, and supplies required throughout the construction project lifecycle. This role works closely with site teams, project managers, suppliers, logistics, and finance to support project execution.

1. Procurement Planning & Strategy
Collect and evaluate requisitions from site/project teams.
Conduct market research and supplier evaluations.
Prepare and issue RFQs/RFPs and compare bids based on quality, cost, delivery, and reliability.
Identify, evaluate, and onboard trusted suppliers for construction materials, plant, and subcontracted services.
Negotiate and finalize contracts to secure favorable terms, ensuring compliance with project specifications and timelines.
Monitor supplier performance, delivery adherence, and quality compliance.
Place purchase orders and track deliveries to ensure timely receipt and minimum delays.
Inspect goods/services upon delivery for compliance with spec and quantity.
Coordinate logistics and manage inventory to align with project schedules and cash flow projections.
Maintain accurate records: purchase orders, contracts, delivery notes, invoices, supplier databases.
Prepare procurement reports, including cost analyses, metrics (e.g., savings, on-time delivery, supplier performance).
Assist in budget monitoring and forecasting required materials.
5. Stakeholder Collaboration
Work with project managers, engineers, site supervisors to align procurement with construction plans and deadlines.
Align procurement execution with budget targets and project timelines.
6. Risk & Compliance
Ensure adherence to procurement policies, ethical standards, regulatory requirements.
Identify and mitigate supply chain risks—supplier compliance issues, price volatility, delays.
Support inventory control and safety protocols.
Stay updated on construction materials, industry trends, new products and technologies.
Implement improvements to procurement workflows and supplier networks.
Requirements:
Education: Bachelor’s degree in Supply Chain Management, Procurement, Construction Management, Engineering, or related field.
Experience: Minimum of 3-5 years in procurement within the construction or civil engineering sector.
Technical Skills:
Strong negotiation, vendor management, cost analysis abilities.
Proficient in Microsoft Office (especially Excel), and procurement software (ERP, Material Tracker, etc.).
Industry Knowledge: Familiarity with construction materials, plant, and industry standards/terminology.
Communication & Organizational Skills:
Excellent written and verbal communication; ability to multitask, prioritize, and work under pressure.
Preferred: Certifications, e.g., CIPS, KISM, or relevant national procurement bodies; relevant software certifications.
