Job Description

The Consortium of Ethiopian Human Rights Organizations (CEHRO) is a Consortium of 32 Civil Society Organizations (CSOs) working on human rights, democracy, and Peace building in Ethiopia. Over the past seven years, CEHRO has been actively engaged in the advancement of human rights protection and

promotion in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence-based advocacy to expand civic space. CEHRO has also been extensively engaging in the capacity development of member organizations and other stakeholders to enhance the capacity of duty bearers and rights holders for effective human rights protection and democratic governance. CEHRO is currently implementing a project aimed at enhancing access to justice, legal protection, and social cohesion among IDPs, returnees, and vulnerable communities in Dollo Ado, Somali Region, through legal aid services, capacity-building, and community-based peace-building initiatives. It seeks to empower displacement-affected communities by equipping them with the tools needed for conflict resolution, solutions planning, and advocacy while improving the accountability of local and regional authorities in delivering durable solutions for IDPs, including access to essential services and protection support. As part of the project, CEHRO is planning to organize a training on “Alternative Dispute Resolution (ADR) and Conflict transformative Capacity development for women peace-building structures at the

intervention area.” Ethiopia broadly and the Somali region has a well-established system of traditional Alternative Dispute Resolution (ADR) mechanisms that have long played a vital role in resolving conflicts at the community level. These customary structures, led by elders and respected community figures, are deeply rooted in

local culture and continue to serve as primary avenues for justice, particularly in areas where formal legal institutions are less accessible. Recognizing the significance of these traditional mechanisms, the project will not seek to replace or introduce new ADR models but rather to enhance and strengthen existing

practices by integrating human rights-based, gender-sensitive, and inclusive approaches. In this context, CEHRO is looking for a professional consultant for the development of training materials. The training will focus on refining existing mediation and conflict resolution techniques while incorporating principles of fairness, non-discrimination, and the protection of vulnerable groups. Special emphasis will be placed on ensuring that women, youth, and marginalized communities have a voice in

A training Manual will be developed to reinforce learning and serve as a reference for participants in the future. By strengthening institutional capacity, this initiative will enable justice actors to apply human rights-based and gender-sensitive approaches in handling legal issues involving displaced and marginalized populations.

Objective

  • The primary objective of the training material preparation is to develop a comprehensive, effective, and user-friendly training manual that enhances the knowledge, skills, and capacity of law enforcement officers, judges, and legal service providers. The manual aims to facilitate the integration of national and

  • international legal frameworks, human rights principles, and gender-sensitive approaches into their professional practices, thereby improving their ability to protect the rights of IDPs, returnees, and other vulnerable groups within the intervention area.

Scope

The scope of the training material preparation encompasses the following:

  • Developing content that covers national legal provisions related to displacement, citizenship, and access to justice.

  • Integrating key international frameworks such as the Kampala Convention and UN Guiding Principles on Internal Displacement.

  • Emphasizing human rights principles and gender-sensitive approaches in law enforcement and judicial processes.

  • Addressing issues related to preventing arbitrary detention, ensuring due process, and responding effectively to gender-based violence.

  • Introducing and elaborating on alternative dispute resolution (ADR) mechanisms, including mediation and conflict-sensitive techniques.

  • Creating a training manual that is suitable for diverse participants, including law enforcement agencies, judicial actors, and legal service providers.

  • Ensuring the material is practical, context-specific, and aligned with the objectives of the capacity building initiative.

Deliverables and Activities

The key deliverable of this activity is:

  • Training module (Soft copy of Word documents and PDF): A comprehensive, well-structured manual that consolidates all training content, including theoretical frameworks, practical exercises, case studies, and reference materials. The manual will serve as a reference guide for participants during and after the training, supporting the application of human rights-based and gender- sensitive approaches in their work.

  • Pre- and Post-Training Assessment Tools (Soft copy of Word documents and PDF):

  • Instruments to evaluate participants’ knowledge, attitudes, and skills before and after the training.

Timeline

  • The training material preparation should be completed within three weeks after the date of the signing of the contract agreement.

Requirements:

  • Education: A minimum of a master's degree in any of the following fields: Law, Human Rights, International Law, Public Policy and Administration, Governance, Development Studies, Political Science, International Relations, Sociology, Social Anthropology, and Social Psychology or related fields of study.

  • Experience and Skills : The Consultant must have Excellent proficiency in English, experience in preparing training materials, knowledge of the subject matter.

Selection Criteria:

The consultant will be selected based on the following criteria:

  • Qualifications and experience

  • Outline of the training material/module

Price quotation:

Procedure:

The following procedures will be followed by the consultant before, during, and after the preparation of the training material:

  • The consultant signs a contract service agreement with CEHRO.

  • The consultant will produce an outline of the training material/module.

  • CEHRO will review the outline of the training material/module and provide feedback to the consultant.

  • The consultant will revise the training material/module based on the feedback

  • CEHRO will review the final version and approve it, if satisfactory.

  • The consultant will deliver the final training material/module to CEHRO.

  • CEHRO will make payment to the consultant based on the contract agreement.

  • Quality Assurance

The following quality assurance measures will be taken into account during the preparation of the training material:

  • Verify the training objectives, target audience, and scope with the needs and expectations of the trainees to ensure alignment.

  • Develop a detailed outline and get approval from CEHRO before detailed content development begins.

  • Create training material adhering to approved guidelines, ensuring clarity, accuracy, and relevance.

  • Check for consistency in formatting, terminology, and style; ensure accessibility and engagement.

  • Incorporate feedback and make necessary revisions; finalize the training material.

  • Obtain formal approval from CEHRO; document version control and review history.

Acceptance Criteria:

  • The training material will be considered acceptable when it adequately addresses the learning objectives, demonstrates factual accuracy, adheres to organizational standards, is engaging and accessible, has been reviewed and approved by stakeholders, and is delivered in the agreed format and timeline.

  • Confidentiality: The consultant will keep all information provided by CEHRO confidential.
