The HELASIA Project

Health, Education and Livelihoods in Africa : a Sustainable Inclusion Approach

The project is focused on generating conclusive experience and change in the participation of people with disabilities by demonstrating the interaction and interdependence between advocacy for people with disabilities’ rights and practical efforts in supporting them obtain access to quality, inclusive services. To achieve this, in consultation with its national and regional DPO partners, the project focuses on five different sub-Saharan African countries, each with its own challenges and particularities, to define access to service interventions in health, education, and livelihoods – with the balance between each sector the reflection of the specific priorities identified in each country. The experiences gained will thence form the basis for a rigorous learning development and exchange between the countries, both to reinforce country-level practices, as well as to provide practical evidence to advocate for change at the Africa regional level.

OBJECTIVES OF THE POSITION

The Safeguarding officer will:

  • Support the HELISIA PMs and related co-workers (MEAL, HR, etc) to effectively deploy the HI’s operational safeguarding package within their activities. He/She will make sure to locally – adapt the tools (using the HI standard ones as reference) in order to support the country teams in doing so.
  • Support the Ethiopia Program Director & Safeguarding Focal Points (Ethiopia and HELASIA countries) HI Safeguarding Package deployement (adapted to needs).
  • In coordination with the Operational Teams, will support project’s partners in respecting their safeguarding obligations in an inclusive manner.

JOB DESCRIPTION

 Responsibilities

1. In coordination with the HELASIA Coordinator – support the Project Managers in charge of HELASIA in their countries to have a safe implementation of their project

  • In collaboration with country project teams and partners, update/establish the risk analysis and mitigation measures for its implementation. (including training on the tools)
  • Enhance the use of inclusive tools for project teams to use in order to be compliant with the different safeguarding standards expected.
  • Work with colleagues to incorporate best practice into risk management and control activities.
  • Realize a review of the results of this work at the end of the project.

 2. Support the Ethiopia Program Director & Safeguarding Focal Points (Ethiopia and HELASIA countries) HI Safeguarding Package deployment (adapted to needs).

  • Based on the Safeguarding Annual snapshot (monitoring) of the countries, support the implementation of the updated actions plans of each country (reference – annual monitoring & plan of the countries)
  • Identify webinars/hubs and share interesting learning opportunities for the teams
  • Provide support on the process of translating HI’s safeguarding policies and Code of conduct into local language (Ethiopia).

 3. Building capacity of HELASIA country teams and partners, supporting implementation and monitoring of their plans

Capacity of HI teams

  • In coordination with the HQ referent, lead some specific safeguarding trainings for HI safeguarding focal points of the 5 countries,
  • Implement refresher training for coordination team in respecting the safeguarding obligations.
  • Provide guidance to Rwanda and Mozambique teams on the set up of inclusive complaint and feedback mechanisms (CFM) for their partners and beneficiaries. (related to the Safeguarding part)
  • Support the implementation of a gender assessment in focus intervention countries.

 Capacity of partners (regional and country partners)

  • Deliver training, awareness raising and other capacity building activities to partner organizations in Ethiopia and in Rwanda.
  • Support the partners (FEAPD, NUDOR, ADF and PANPPD) on developing their own action plan and safeguarding mechanisms (including Complaint and Feedback mechanism) – depending of their capacities and involvement.
  • Map, collect information and share information with partners on how to join international safeguarding platforms.
  • Support partners in doing project risk analysis and set-up organizational mitigation plan.
  • Share interesting learning opportunities with team members.

 4. Organizational learning

Contributes to learning and continuous improvement of HI's interventions

  • Contributes to the analysis of lessons learning on supporting OPDs in setting up a safeguarding practice for other and future projects.
  • Participate in working groups on the topic of safeguarding.
  • Further development of safeguarding package and provide training to partners.
  • Support the development of the Terms of Reference for the final evaluation in order to be inclusive of safeguarding.
  • Shares the knowledge produced on the field of expertise (s)he is working on internally to the program and more broadly at the organizational level through the use of HI Library.

 5. Respect of HI identity, rules and policies

Aim: HI identity, ethic, rules and procedures are respected

Benchmark: HI code of conduct and ethic, HI mandate and values, HI rules and operating procedure, HI policies are known, understood, applied and respected by the MEAL manager and the wider MEAL team

Activities:

In coordination with the Human resources manager and the coordination team:

  • Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by the wider team;

The employee is expected to perform any other tasks in addition to the aforementioned, upon request.

The person will be requested to provide criminal record including sexual offender record clearance if existing, previous manager references and institutional contacts of former employers (HQ or HR departments) at least from the 2 last ones.

Qualification(s):

Master’s degree in humanitarian aid and/or development and/or international project management, or in any other similar and relevant area (international studies, etc.) with a focus on protection issues.  

Experience (type and amount of experience) :

·  Proven experience and specific trainings on issues of harassment, abuse and sexual exploitation;

·  Experience in protection field

·  Experience in projects with a gender perspective, social and / or community transformation;

Skills (knowledge, abilities required for the position, refer to skills repository document) :

·  Strong internal and external coordination and representation skills (including strong abilities to work with a variety of partners);

·  Proven experience in designing and operating tools; strategic and operational Planning; team coaching;

·  Well-developed conceptual, critical, analytical thinking and planning skills;

·  Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)

·  Skilled in identifying and mitigating risks

·  Strong facilitation and presentation skills

·  Fluency in oral and written English.

French language knowledge is an asset.
